  2. BACKGROUND • Decision of Government of India for Door to Door survey • For tenth five year plan (2002-2007) • Generally done at the beginning of each five year Plan period BPL CENSUS 2002, SOUTH TRIPURA DISTRICT

  3. OBJECTIVE • Basic objective is • To identify the households living below poverty line-- • --Who could be assisted under various -- • --Anti poverty programmes implemented by- • --The government at central or at state level. BPL CENSUS 2002, SOUTH TRIPURA DISTRICT

METHODOLOGY • The methodology for the current census is different than earlier BPL census i.e 1992 and 1997 • In 1992, Income of the individual family was considered as the primary criteria and in 1997, expenditure capacity was used as the primary criteria for identifying poor. METHODOLOGY • To decide the methodology for the present census, GOI has constituted the Expert group consisting administrators, academicians, planners and representative of some states (Assam, Kerala, UP, Rajasthan & Orissa) • The group consulted all the stake holders and arrived at the recommendations along with schedule to be adopted BPL CENSUS 2002, SOUTH TRIPURA DISTRICT

METHODOLOGY • GOI has accepted the recommendation and schedule, submitted by expert group • In the schedule 13 cardinal indicators have been identified for which scores are assigned on a relative scale • This score based ranking is the base of this census BPL CENSUS 2002, SOUTH TRIPURA DISTRICT

METHODOLOGY • The schedule to be used in canvassing the BPL census has three parts • Identification particulars of the households • Profile of households on certain non scorable data • Score rating of the household on 13 parameters • It is said that this schedule is simple compared to earlier ones BPL CENSUS 2002, SOUTH TRIPURA DISTRICT

METHODOLOGYScore rating of the household on 13 parameters • This is the main part of the schedule • There are 13 indicators • For each indicator five or less situations has been defined • Each indicator is scored on the scale of 0,1,2,3 & 4 as defined for each situation • 0 means maximum deprivation and 4 means least deprivation BPL CENSUS 2002, SOUTH TRIPURA DISTRICT

METHODOLOGYScore rating of the household on 13 parameters (Contd) • These 13 parameters are • Size group of operational holding of land • Irrigated= 2 times un irrigated • Encroached land used for agri will be counted • Type of House • Kuccha, Semipucca, Pucca • Average availability of normal wear clothing • Number of pieces of cloths per person excluding undergarments BPL CENSUS 2002, SOUTH TRIPURA DISTRICT

METHODOLOGYScore rating of the household on 13 parameters (Contd) • These 13 parameters are • Food Security • Less than one square meal, more than meal some part of the year etc • Sanitation • Open defecations, latrine etc • Ownership of consumer durables • Like TV, Fan, Radio, Kithen appliances • Literacy status of the highest literate adult • Only of adult, Children's educational status not to be counted BPL CENSUS 2002, SOUTH TRIPURA DISTRICT

Status of household in labor force • Bounded, Child, Women etc, Principal of Maximum deprivation is required to be used • Means of livelihood • Casual labourer, Artisan etc • Status of Children • School going, working etc BPL CENSUS 2002, SOUTH TRIPURA DISTRICT

Type of indebtness • Purpose of indebtness • Reason for migration from household • Casual work, seasonal employment etc • Preference of assistance • Wage employment, Self employment training, Hosing etc BPL CENSUS 2002, SOUTH TRIPURA DISTRICT

MAIN FEATURES • It does not require direct application of the poverty line for identification of the poor • No household will be excluded just because it possesses some consumer durables as was done in the last census • The new methodology would also enable ranking of each household in a village on the poverty scale so that the inter-se position of each household is known to others at the time of finalization of the list BPL CENSUS 2002, SOUTH TRIPURA DISTRICT

MAIN FEATURES • The scores of every household would be displayed at a prominent place in the village to ensure transparency and to reduce the possibility of errors • In case of two or more households getting the same score, the tie would be broken by the Gram Sabha through consensus • The inter-se ranking of each BPL household, as approved by the Gram Sabha should also be displayed at prominent places in the village • Approval of Gram Sabha will be obtained on the draft BPL CENSUS 2002, SOUTH TRIPURA DISTRICT

  18. MAIN FEATURES • Victims of natural calamities could be separately considered for appropriate assistance under the calamities relief programmes and hence will not be included in the finalised BPL List • It is very simple and will not require skilled manpower to canvas • At the time of canvassing the schedule, households will not know whether they will be in the BPL list or not • The States will have flexibility in determining the cut off value of the composite index to classify the rural people into poor and various other categories BPL CENSUS 2002, SOUTH TRIPURA DISTRICT

ACTION PLAN • Updating of ORR (Under process) • Appointments of Census authorities (Completed) • Division of Gaon Panchayat into enumeration Blocks (Completed) • Selection of Enumerators and Supervisors (Completed) • Appointment of Enumerators and Supervisors (Completed) • Training of Master Trainers at Agartala (Completed) BPL CENSUS 2002, SOUTH TRIPURA DISTRICT

  20. ACTION PLAN • Training of Enumerators and Supervisors and nominated members of village Panchayat etc by Master trainers (will be start by 3rd week of July) • Finalization and Printing of Schedule and instruction book (Completed/ under process) • Declaration of actual schedule of Canvassing (Under progress) BPL CENSUS 2002, SOUTH TRIPURA DISTRICT

  21. ACTION PLAN • Publicity before canvassing (will start 8-10 days before actual canvassing) • Actual canvassing (16-24 August) • Entering of Data in Computer (After canvassing) • Preparation of Gaon Sabha/ village wise interim list (After canvassing) BPL CENSUS 2002, SOUTH TRIPURA DISTRICT

  22. ACTION PLAN • Placement of said list before village Panchayat for tie braking (After data entry) • Finalization of intra village ranking • Display of list at prominent places in the village • Acceptance of list by the State Government BPL CENSUS 2002, SOUTH TRIPURA DISTRICT

Checks adopted • Issue of various do’s and don'ts for all census authorities including supervisors and enumerators • Supervisors presence must at the time of Data Entry • Overwriting not allowed • ORR serial number included in the schedule (Not presence in original schedule) BPL CENSUS 2002, SOUTH TRIPURA DISTRICT

  24. Checks adopted • Test Checks • Supervisors: 10 % of census schedule under him • BDO’s: 100 Households • SDM’s: 25 Households • PD’s: 100 Households • DM’s: 5 Households in each Subdivision BPL CENSUS 2002, SOUTH TRIPURA DISTRICT
