  2. cVIGIL • cVIGIL provides time stamped evidentiary proof of Model Code of Conduct / Expenditure Violation, having live photo/video with auto location data. Every citizen can lodge a complaint through mobile app. • District Control Room allocates cVIGIL cases to flying squads through GIS based platform. Flying Squads investigate the matter in 45 minutes and report through the cVIGIL Investigator App. Returning Officer drops, disposes or escalates the cases in 50 minutes. Total time: 100 min • The detailed instructions are available at https://cvigil.eci.nic.in • Training already started for all DEOs in a cascaded manner.

  3. 1950VoterHelpline • Serving every elector flawlessly is the commitment of Election Commission of India. • The Commission has setup National Contact Centre and a toll-free No. 1800111950  • Calls can also be made directly to 1950 to connect to State Contact Centre (SCC) or District Contact Centre (DCC) and get the information and status in specific regional language. • SCC and DCC are operational on all working days from 9AM to 9PM • Callers can enquire on subjects such as • elections, • voting dates, • EPIC, • electoral roll, • online registration and • lodge a complaint by simply dialling into the toll-free no. • In addition callers can also provide suggestions and feedback • Executives also make outbound calls for educating the electors and spreading voter awareness. • DCC comprises of 4 (2+2) Agents and SCC comprises of 8 (4+4) Agents who work in two shifts from 9 AM to 3 PM and from 3PM to 9 PM

  4. 1950 Voter Helpline SMS Features • Services through SMS can also be availed by citizens (Enrolled Electors) by sending SMS without any cost to 1950 • ECI <EPIC Number> <0 (for reply in English) or <1 (for reply in the regional language), to check the details of personal information in the Electoral Roll Eg. ECI < EPIC Number > 1 or 0 • ECIPS <EPIC Number> , to fetch the address of the Polling Station, where the said EPIC Number bearer needs to go to cast the vote Eg. ECIPS < EPIC Number > • ECICONTACT <EPIC Number>  ,to fetch the contact details of Booth Level Officers, Electoral Registration Officers and District Election Officers Eg. ECICONTACT < EPIC Number >

Voter Helpline Android App The app provides following facilities to Indian voters :- • Electoral Search (#GoVerify your name in the electoral roll). • Submission of online forms for New Voter Registration, shifting to a different the constituency, for Overseas Voters, Deletion or Objection in the electoral roll, correction of entries & Transposition within Assembly. • Register Complaints related to Electoral Services and track its disposal status. • FAQ on Voter, Elections, EVM, & Results. • Service & Resources for Voters & Electoral Officers. • Voter Helpline Android App is available on Google Playstore

New Genesys ( Sugam) • The New Genesys replaces Candidate Nomination, Counting and Results software of old Genesys in a single and simplified interface.  • The detailed training will be imparted to all CEOs and SLMTs on 7th and 8th Feb 2019 at New Delhi • DEOs should plan for cascaded training schedule for all officials including Returning Officers, Technical staff and counting staff during the month of Feb 2019.  • All DEOs should visit ECI Tech Support Portal (http://support.ecitech.in) for downloading and learning about the New Genesys. 

  8. Suvidha • A Single Integrated Portal to be used for management of Candidate nominations, Uploading of affidavits, Assigning symbol, Scrutiny of candidates nominations, Scrutiny of Candidate Permissions, Counting of Votes and Result management

  10. Overview of Suvidha Application:- Counting and Results Module so this panel includes all permission-related information & features. We have four web portals, the first one is for RO-PC level Next RO-AC level, Next CEO Level and last ECI level. This system is get all master data for master module and candidate information in same system Candidate module after finalize all candidate add the counting application. Counting Application Module :- a. RO-AC (ARO) b. RO-PC c. CEO d. ECI

New Feature of Suvidha Application:- • Process flow for data entry • Cointing data added and update by RO-AC and finalize your AC, if RO-PC not finalize our PC so again Definalize by RO-PC or Edied Round wise data. • if RO-PC finalize your PC- counting again CEO User agiandefinalize PC - Counting (in 48 hours).

Samadhan • Multiple modes for receiving complaints • Online Web Application • Mobile Application • Call Centre (1950) • Email • Fax • Letter • Personal Meeting • SMS • Application used for online processing of complaints • Public can track and see ATR • All complaints received from all sources integrated into Samadhan • Provision for online forwarding of complaints and submission of ATR • Once complaint lodged it automatically reflects in the concerned DEO/ RO login • All complaints have to be disposed off in a time bound manner

Webcasting:  • Webcasting of all critical and vulnerable Polling booths.  • Do the network mapping of all polling booths and make the assessment of the hardware requirements • Download the detailed technical instructions on webcasting from the ECI website and follow the timelines prescribed regarding training and implementation. • Test run from Polling stations P-7 days and a report to be sent to ECI. • Provide Webcasting URL, IP addresses and Ports to be whitelisted to ECI

ECI Tech Support Portal: • Single integrated solution for obtaining support on all ICT Applications for GE 2019.  • Visit https://support.ecitech.in and create your account • Use Search and Solutions: Use the extensive manuals for each of the applications which is the most updated version. Download all the instructions in reference to ICT Applications  • Use Peer to Peer support through Tech Forum: Use the exclusive forum to raise doubts and get support from other users from across all States.  • Raise Ticket: In case of non resolution of issue, bugs, suggestions, use the ticketing system in the portal and get the support ticket ID for instant reference and solution. • Use Chat Bots: Use the bots to get the self support  in real time while chatting with bots. 

  15. Poll day management:  • All statistics and contact details in the Election dashboard should be updated. • Returning Officers need to fill the two hourly turn-out report, incidence and EVM/ VVPAT/Ballot Malfunction report  • This should be single source of truth and all reports should match with the Election Dashboard reports. 

  16. EnCore App • This app provides technical support for all Election Staff through Knowledge-base, Chatbots and Support ticketing system. All Cyber Security alerts are communicated through ENCORE directly from ECI and Mobile app user can ask questions and submit incidence report directly to CISO. • EnCore app will help get updated with latest cyber security threats and guidelines. • EnCore app will help create and manage support tickets at a single place. • Chatbot integration will help searching the knowledge base articles. • Download the App from Play Store • Install the App on mobile • Use your mobile number to login in the app either by using One Time Password or by setting up ECI Authenticator application.

  17. Media Certification and Monitoring Committee • In all the Elections, Commission had been doing Media Monitoring of all election management related news on national news channels (English & Hindi) through a control room in ECI Secretariat.

  18. Why MCMC? • The Commission, had entrusted the job of Media Monitoring to Electronic Media Monitoring Centre (EMMC). • EMMC monitors all election management related news (important events/MCC violation/search and seizure etc.) on all English & Hindi news channels on the day of poll and a day prior to that.
