Project Relevance In the maritime environments in of the Channel and the North Sea areas, a large number of organizations like police, harbors and environmental organizations are interested in monitoring the activities of vessels. The member states have an increased need to collect data for the maritime safety partners. This is unlikely to be achieved using conventional systems like radar or automatic beacons and ‘manned’ aircraft because of their limited range and existing cost structures. New technologies using remotely piloted aircraft or autonomous systems (also called Unmanned Aircraft Vehicles or UAV) could create a new, cost effective and reliable monitoring service, for maritime security organizations that border the Channel and Southern North Sea. The primary mission for the UAV will be information gathering using electro-optical sensors. An international project will create knowledge on UAV for Maritime security applications and will help develop the technology and business case in Europe. The general aim of the project is make the public, government and industry aware of Unmanned Aircraft Vehicles, their possible applications to gather data and create a safer and sustainable area; their research challenges and the possibilities for SMEs to develop related products and services.

UAV application examples • Main port fire(situational awareness , locating new fire break-outs, the UAV in the role as “supervisor”, ...) • Environmental pollution or chemical spill monitoring (regular, scheduled flights above the water-areas and (local) ships where on-board sensor can detect pollution) • Locating missing persons at sea (structural searches, sensors / IR-camera's, possible communication with the person when found...) • Other objects at sea, like lost cargo (detection, identification, tracing, providing situational awareness, ...) • Identification and tracking of small high speed boats entering harbour at night (track on to mooring place and warning of ground personnel) • Escort of “critical ships” (like cruise ships) in the harbour. (eg. Dover, Rotterdam, ..) • Monitoring anchorage in the vicinity of the harbour(guarding anchorage distance, tracing spill, tracking uninvited speed boats) • Illegal fishing (inspection flights, identification of ship, monitoring activities on ship, tracking ship) • Illegal diving near protected wreckages (inspection flights, identification of ship, tracking ship) • Small, high-speed vehicles cross the Channel illegal (transmit UAV-information to other countries, follow vehicle to mooring place and warn ground personnel)

Purpose and Goals 3i project Joint research on maritime unmanned aircraft (UAV) applications and UAV technology at the joint project office Joint Building and test of prototype UAV System at the joint project location. Joint Demonstrations in cross border maritime cases at the Netherlands´, England, France and Belgium coast Disseminate the results within the 2Seas area/member states and both the European Community-UAV-workgroups. Sustain the results by setting-up new innovation projects with new partners and the creation of a joint knowledge center.

Joint prototype project UAV • The partners will together set up a joint UAV system based on complementary knowledge. • Open architecture to integrate the results of the joint research programs. • Capable for demonstrating the possibilities of UAV in maritime scenario’s. • To be build and tested at the project location in Aviolanda/Woensdrecht. • Integrated system (including all data links). • Mobile set-up (possible to drive to demo coastal locations within 2Seas Area).

Contribution to EU policies • The 3i-project contributes, • on European Commission - Transport - level to encourage the development of UAS in the European Union • on European Commission – Enterprise and Industry to develop a strategy for unmanned aircraft systems in the European Union • of the EUROCAE Workgroup 73, on Unmanned Aerial Vehicle Certification. • of the European Defence Agency (EDA) within a European perspective for military Airworthiness and UAS • of the European Aviation Safety Agency (EASA) On the Safety of Communications for Unmanned Aircraft Systems (UAS) • of the European Harbor Masters Committee (EMHC) to promote safe, secure, efficient and environmentally sound conduct of Marine Operations in Port water and their approaches. • of the Cross Channel Intelligence Community (CCIC) that runs in tandem to the work of Europol, the European Union’s Criminal Intelligence Agency, which has an international rather than regional focus. • to the priorities of the Lisbon Strategy (1. investing more in knowledge and innovation; 2. unlocking business potential; particularly of SMEs; • to the Lisbon Agenda and aids the Sustainable Development Strategy of Europe (Gothenburg).

Expected EU results • The 3i project incorporates the results of other EU funded projects and will help new initiatives on research and development, projects, services, products on UAV and Maritime security . • Within the 3i project the research and innovation capacities of European universities and SMEs on new information and communication technologies using Unmanned Aircraft to collect data from remote area’s will grow. • The ‘open innovation’ set up of the project will develop a joint ‘European Knowledge Center for UAV’

Contribution to English policies • The 3i-project contributes, • to the regional and national policy regarding the traffic safety in the Channel and North Sea • to policies and strategies of the UK government through the Department for Business, Innovation and Skills. To support research projects on Unmanned Aircraft (EPSRC) • to the Police National Maritime Security Strategy 2009 – 2012, in which England is divided into 6 ACPOS (Association of Chief Police Officers) police portal groups and two regional UK police portal groups: Thames & Dover, Solent & Western Approaches are within the 2Seas area

Expected English results • The 3i-project delivers, • Access to knowledge of other EU-member states • Acceleration of research by national research institutes • Increased involvement of SME in an international network • Demonstration of new maritime safety solutions • Help stimulate local businesses through the expansion of existing university spin-out companies • The creation of new spin-out companies to develop novel airframes using emerging manufacturing technologies. • The expansion of education and training in the local area

Contribution to French policies • The 3i-project contributes, • to the overall policy of regional and national security of traffic especially in the Channel and the North Sea • the support of the development of innovative technologies for SME and especially regional ones • the overall policy of "Pôle Mer" (a cluster aiming at worldwide positioning of regional actors on the domain of sea) • setting up of joint research projects associating several regional academic partners • to the French policy to concentrate ERDF-funds in particular in the stimulation of innovation and the knowledge economy, in ICT-development and the knowledge society in order to ensure a sustainable development.

Contribution to The Netherlands policies • The 3i-project contributes, • to the regional and national policy regarding the traffic safety in the North Sea • to the Top Sector policy of the Ministry of Economic Affairs • in the policy of the Ministry of Infrastructure represented by the IVW agency to set up European and Dutch regulation for UAV. • with regional strategy of the Province of Noord-Brabant to develop the Aviolanda-Woensdrecht region as important European Aviation and Sustainment center. • to the Harbor Vision of Mainport Rotterdam to develop sustainable and safe harbor operations, like integrated security and customs processes, set up Clean Ship Index, efficient patrol facilities.

  21. Contribution to Belgium-flanders policies • The 3i-project contributes, • to the regional and national policy regarding the traffic safety in the Channel and North Sea • to the national and regional policy to support SME with the development of innovative technologies.
