  1. Using Quarterly Census of Employment and Wages (QCEW) Database as the Employment Data Source Transportation leadership you can trust. presented toMTF Data Committee presented byCapton Siluvairajan Cambridge Systematics, Inc. Date: 10/17/2008

  2. Purpose of this study Using QCEW Database as the main source of Employment Data for Planning / Modelling

  3. Why QCEW Data • FREE from the Agency for Workforce Innovation (AWI) • Updated Quarterly • Usage Restrictions - Can be obtained under single contract between SPO and AWI and distributed statewide • “Using LEHD Data for Travel Demand Models : The Florida Experience” - Krishnan, Cambridge Systematics • Review of QCEW • Comparison between InfoUSA and QCEW data (2004) for NERPM and POLK • Conclusion – “QCEW data good source for employment data”

  4. Obectives • Research source / methodology that is being used by others – District 7 • Feasibility of coming up with uniform methodology for whole state using QCEW • Research any QCEW data related issues currently missed by users • Explore GIS driven tools to extract QCEW data

  5. District 7 • Uses InfoUSA, BEA and QCEW as data sources • Preparation of control totals - QCEW • Base year employment estimates into 20 categories • InfoUSA numbers adjusted for these 20 categories’ control totals

  6. District 7 Office, Professional & Other Services Employment Services (employee leasing, temps, staffing)   Postal Service Banking Personal Services Educational Services • Agriculture, Forestry, Fishing & Hunting • Mining • Construction • Manufacturing • Freight, Transportation & Warehousing • Wholesale Trade • Comparative Retail • Convenience Retail • Air Transportation • Utilities, Repair & Maintenance • Health Care & Social Services • Government Services • Military • (d)Accommodations

  7. District 7 QCEW (by NAICS)

  8. District 7 • BEA Local Area Annual Estimates, Table CA-25 Total Employment by Industry • Year 2001 to 2005 Extrapolated to 2006 using Average Annual Growth Rate.

  9. District 7 QCEW (by NAICS) "Making The North American Industrial Classification System (NAICS) Work For Transportation“ – AASHTO Study

  10. District 7 QCEW (by NAICS) Total Non-Farm (BEA) x Category % From AASHTO study

  11. District 7 • Use these control totals to expand InfoUSA

  12. QCEW Data – Things to note • Employers that report Statewide Employment Numbers • Coded as County 995 & 999 • Redistributed using ratio of NAICS category to Statewide total Example:  Statewide NAICS 4234                          = 48,000 (employment) County 995 + County 999 NAICS 4234    =  4,500 (employment) County 086 NAICS 4234                       =  8,000 (employment) 8,000 / 48,000 = 16.7 percent 4,500 * .167 = 752 So we would add 752 jobs to County 086 NAICS 4234

  13. QCEW Data - Data Distribution • GIS Tool for Data Distribution • Encrypts QCEW Data so anybody can use without having to sign agreement with AWI • Easy to extract using TAZ of County Geography • Automated Geo-coding using built-in TeleAtlas Network • Automated TAZ assignment of Employment data • Prototype already developed and tested

  14. QCEW Data - Data Distribution
