AIT Main Activities in the Project • The general objective: overview of the transport system in Albanian Adriatic Ports, maritime and intermodal transport systems including the available infrastructure and their hinterland connections. • to collect and analyze data on maritime freight traffic flows on the major ports as well as the institutional frameworks affecting these services in Albania; • the presentation of Port ofDurresin terms of infrastructure, traffic served, hinterland accessibility, future projects and works; • to present policies related to the development of transport, trends, opportunities and challenges of the development of MOS in the region; • to forecast the future freight flows and identify the potential MOS in the Albanian Adriatic area; • to identify the ITS technologies that will increase efficiency of maritime transport, thus producing an added value for the MOS; • to identify EU and national legislation, procedures and other port operations related to safety and security in Adriatic ports; • the identification of the main bottlenecks and missing links and ways to overcome these for the successful implementation of the MOS corridors. Current situation – Facts and Figures • The transport system in Albanian Adriatic Ports involve: RO-RO, RO PAX, general cargo, liquid/solid bulk and container services combined with rail and roads. • Maritime transport has increased in recent years, where the existing routes are used more intensively and new routes are being established, introducing new European and Balkan countries transit through Albanian Port s operations. • The operational infrastructure of Durres Port consists of 11 quays, Depth has a variation from 7.5 m – 11.5m. • The main destinations: Bari, Trieste, Ancona, Koper, and Otranto • The Main Shipping activity & trade: • Commodity of goods from outer region • Commodity of goods by Adriatic region • Cargo type: Imp/exp with container • The distance of Durres Port from other cities: • 36 km East of Tirana • Thessaloniki 375km • Burgas 900km • Varna 950km • Bar 205km • Skopje 320km • Pristine 281km • Beograd 710km Rome, 15 July 2014

National Port Strategy The Albanian National Port Strategy defines the development of traditional ports converted into Green Ports –which will be environment oriented, social, tourist and people friendly centers in the coastal zones A. Transformation of the Four City Ports of Durres, Shengjin, Vlore and Saranda into Green Ports, enabling environmental friendly Tourism OrientedCities, with Ferry, Cruise Liner and Marina Facilities. B. Development of a New and Modern Designed Commercial Port at Porto Romano Bay, which will handle all Major Commercial Port Traffic in Albaniawith respect to Import/Export and Transit to Kosovo and Corridor VIII. Benefits of AdriaticMoS Project implementation in Albania • Sustainable development Maritime transport and blue growth • Identification of bottlenecks and missing infrastructures in the intermodal network, nodes and border crossing to connect Albanian Ports with MOS to be realized in the future. • Identification and assesment of existing infrastructures capacities and efficasity of the Durres Port in Albanian hinterland connections with other infrastructures for intermodality. • Estimation of current export/import flow and forecast, identifying the barriers and drivers in the Albanian transport system as well as services and logisitcs missing. • Development of MoS in Albania is considered as one of the main altrenatives to shift the traffic from roads to maritime and rail transport for better operation of intermodality system in Albania. • Identification of missing investments, the period of time and finacing instruments to be completed for services and logisitcs to a better accessibility and operability of Albanian Ports and infrastructures. • Increase and enhancement of collboration relationships betwen Adriatic Sea countries in establishment of a common network interested for joint operations under the Adriatic MoS Master Plan. • Compilation of the final strategically document: Adriatic MoS Master Plan , with guidleines for Transport sector development in support of national strategy for overall transport sector development in Alabania. Lessons learned – Tasks • to improve the maritime transport network by restoring / modernizing existing and developing suitable port infrastructure to cater for both passenger and freight transport demand, as well as by improving services to container transport • to improve quality and effectiveness of the Adriatic ports’ logistics services and transshipment capabilities in the creation of intermodal “interfaces”, such as logistics centers, dry ports, inland container terminals and freight villages • Adriatic ports must hence collaborate with their respective “physical” hinterlands to serve the logistics and commercial industries of their individual countries • development of ITS and technological evolution and present opportunities for significant growth advantages • the active participation of the countries of the Adriatic region in the development of the Trans- European, Trans-Mediterranean, and Euro-Asian transport links needs to be promoted, and efforts should be directed towards integrating their national transport networks with each programme’s identified routes and corridors The realization of an efficient transport network of the Adriatic ports primarily requires political will and commitment, since transport is a strategic responsibility of governments that can play a major role through the implementation of transport infrastructure together with the regulatory framework within which transport services can be developed. AIT – ANTP annual review Updated annually (2013) The National Transport Plan For the period January - June 2014, the Institute of Transport conducted ANTP update, according to data obtained from every sector, until 31/12/2013. INVESTMENTS IN THE TRANSPORT SECTOR Investments in the transport sector for 2013 are realized in the amount of 33.11 bilion ALL, where over 99% are invested in the road transport sector, and less than 1% are realized investments in three other sectors of transport, Maritime , Rail and Air. The composition of realized investment financing provided in the chart below (Figure 1), where about 63% of the funding is internal. The level of investment results in an increase of about 30% compared to 2012, but compared to the first year of this five years, (2010), there is a decrease of 1.4%. The graph in Fig. 2 shows the values ​​of total investment and the type of funding for the period 2010-2013.

AIT – ANTP annual review LEGISLATION During 2013 approximation of Albanian legislation with the European one in the field of Transportation, is working to improve and adapt existing legislation or directives of the European Community regulations, which are presented below by type of transport. 1. The road transport  Law № 21/2013, dated 02.14.2013 "On some amendments to Law № 8308 dated 18.03.1998" On road transport "amended".  Joint Instruction № 3985/4 the MPPT and the UK, dated 24.06.2013 "On the control procedures in road transport of dangerous goods". a) Road Safety  Decision of the Council of Ministers № 4 dated 04.01.2013 "On approval of the Agreement between the Government of the Republic of Albania and the Republic of Macedonia, for the mutual recognition of driving licenses."  Joint Instruction № 146 of MPPT and MF, dated 02.14.2013 "On the determination of tariffs technical operations workshops (technical center) authorized tachograph."  MPPT Order № 109 dated 05.08.2013 "On approval of the Regulation for the conditions, criteria and theoretical preparation programs - practical candidates as well as the testimony of professional ability for users of heavy machinery for construction and land and disciplining the use of construction machinery.   29. AIT – ANTP annual review 2. Rail transport  Technical Support (Louis Berger SAS), through additional contract, has compiled the first draft of "On the rail system in the Republic of Albania". The draft wasexpected to be approved in 2013, but has not yet been completed. Currently work is being done this year.  Decision of the Council of Ministers № 492, dated 01.08.2012 "On approval of the agreement in principle between the Council of Ministers of the Republic of Albania and the Government of Montenegro to operate the railway transport border between the two countries." 3. Maritime transport On the basis of Maritime Conventions and guidelines have been developed and are in process the drafting of the following number of laws and regulations:  Law № 20/2013, dated 02.14.2013 On amendments and additions to the Law № 8905 dated 06.01.2002 "On protection of the marine environment from pollution and damage".  Joint Instruction № 581/1 MF and MPPT "Setting service fees Durres Port Authority."  Law № 168/2013, dated 31.10.2013 "On the security on ships and in ports". 4. The air transport  Progress in the field of Air Transport, during this period is as follows:  Instruction № 1 MIT - the dated 02.26.2013 "On the compensation and assistance to passengers in case of refusal to board the plane and travel cancellation or long delay."  Order № 19 of MPPT's, dated 26.02.2013 "On approval of the" National Program to control the quality of Civil Aviation Security in the Republic of Albania ".  Order № 22 of MPPT's, dated 03.06.2013, On approval of the Regulation "On the detailed arrangements for the implementation of standards-based general of civil aviation security."  Order № 70 of MPPT's, dated 05.13.2013 "On approval of rules for determining joint tariff scheme for air navigation services."  Order № 88 of MPPT's, dated 14.06.2013 "On approval of the Regulation for authorization credentials inspectors Civil Aviation Authority". AIT – ANTP annual review Regarding road transport, legislative alignment with acquis in the field of activity allowing road transport operator and access to the road transport market, has not advanced. Adoption of new technical standards for road transport is still pending. There has been improvement in road safety; number of road accidents and deaths remain high, where pedestrians constitute the largest number of victims. Implementation of the National Strategy and Action Plan for Road Safety 2011-2020 is in the initial stage. In the field of railway transport, the railway network statement was finalized and published in March 2013. Railways new law has not been adopted, continues to work with the consultant. No progress has been made for the establishment of independent institutions railway infrastructure managers and railway operators. As regards air transport, further steps have been taken to meet the criteria of the first phase of the transitional agreement for the European Common Aviation Area. Bylaws were adopted aimed at further aligning with the acquis on air service operations, obligations of air carriers, hours of work for mobile workers in civil aviation and insurance regulations. A limited license to earth supermarket operations contributed somewhat to tariff liberalization airport, which nonetheless remain high. Legislation for the allocation of space in airports is not improved. In the field of maritime transport, in September, the new law was passed on the accession of Albania to the Protocol for the Preparation, Response and Cooperation to Pollution Incidents by Hazardous and Raw Harmful (OPRC-HNS). Albania still not participating in the Paris Memorandum of Understanding on Port State Control and remains on the black list of this organization. Little progress has been made ​​in transport policy. Further efforts on aligning legislation with the acquis and to strengthen administrative capacity in all modes of transport. Road safety remains a serious concern and must be addressed urgently. Capacity of air safety oversight has improved, but still depend increasingly on foreign experts. Overall, preparations in the field of transport have not advanced much. Rome, 15 July 2014
