  2. Introduction: MDM Programme was introduced in the year 1995 and revised in September, 2004 to provide cooked noon meal to Primary Students. It was decided by the GoI to extend the programme to Upper PrimarySchool students from October, 2007.

  3. MDM - Objectives: • To maintain nutritional status among all the school going children. • To prevent drop-outs. • Increase enrolment, retention and attendance. • It helps universalization of education & Right to Education.

  9. Food grains Position during the year 2009-10 for Primary & Upper primary Schools March,2010. (Fig. in MT.) Percentage of lifting = 90% for primary schools. Percentage of lifting = 90% for upper primary schools No of feeding days up to ( March, 2010)-168 days

Kitchen-shed for Primary & UP Schools under MDM for 2009-10 (Rs. in lakh) Utensil for Primary & UP Schools under MDM for 2009-10 (Rs. in lakh) N.B-: A sum of Rs. 3319.15 lakh received from the GoI from 2006-07 to till date towards provisioning/ replacement cooking devices / equipments, out of which UCs of Rs. 1581.84 lakh has been furnished to GoI.

  13. MME for Primary & UP Schools(2009-10) (Rs. in lakh) NB: The funds have been allocated @ 50:35:15 basis to School, District & State levels.

  14. Ration Cost (MDM) Primary & Upper primary (In Rs. & Paise) NB: State share for primary & upper primary is Rs. 1.42 & Rs. 2.11 respectively till March, 2010.

  15. Special intervention/ initiative to improve the quality of implementation of the programme • Association of WSHGs with MDM as Program Implementing Agency (PIA). • Total Nos. of schools : 66383 • Schools handed over to WSHGs : 39878 • Each WSHG to make security deposit equivalent to cost of one month’s ration of the concerned School. WSHGs are assigned the duty of supervision, proper storage of foodstuff, preparation and distribution of food & cleanliness. • To check anaemia of adolescent girls the convergence are made with NRHM.

  16. Supervision & Monitoring Citizen Charter– The following information has been displayed in schools under MDM. • Quantity of food grains received, date of receipt. • Quantity of food grains utilized. • Other ingredients purchased; utilized • Number of children given Mid-day-Meal • Daily menu. • Members of Mothers Committee • Name of SHG implementing the MDM Programme with name of the President and Secretary of the SHG.

  17. Supervision & Monitoring Inspection of MDM at field level: • ADM, PDDRDA, Sub-Collector & Senior Officers of School & Mass Education Deptt., Health & Family Welfare, H&UD Deptt. are monitoring/ inspecting the Programme. At least 2% of the institutions by the district level officers, 5% by the Sub-divisional level officers & 10% by Block level officers. Internal assessment by the DIETs: • A sum of Rs. 16.52 lakh has been placed with the Director SCERT (Orissa), for the aforesaid purpose in the year 2005-06. The final report is awaited.

Item/ Services for which expenditure incurred under MME School level • Forms and stationery • Weighing machine & height recorder • Replacement / repair/ maintenance of cooking devices, utensils, weighing machine, etc. Management, Supervision • Salary of Data Entry Operators • Transport and contingencies. • Purchase of Computer and consumables. • External monitoring & evaluation of the programme. • Training programme for the WSHGs who are managing the scheme at school.

  19. Involvement of NGOs under MDM • Akshaya Patra Foundationare supplying hot cooked meal in covering 50000 students in Puri & Nayagarh Dists. • Nandi Foundation is supplying hot cooked meal in 652 schools covering 104000 students in Ganjam Dist.

  20. Requirement of foodgrains for Primary & Upper primary students for 2010-11

  21. Issues • Allocation of adequate quantity of foodgrains. • Need for revision of cost norm. • Provision for smokeless fuel to all schools (LPG Gas & Chulla).
