Regulatory Requirements • 34 CFR 361.17 • Composition • At least 15 members, majority individuals with disabilities • Required representation • State Independent Living Council • Parent training and information center • Client Assistance Program • Qualified vocational rehabilitation counselor • Community rehabilitation program service provider • Business, industry, and labor (4) • Disability groups – cross section of: individuals with physical, cognitive, sensory, and mental disabilities; includes reps of individuals with disabilities who have difficulty representing themselves • Current or former recipients of VR services • Director of American Indian VR program • State educational agency responsible for public education • State Workforce Development Board • Director of state unit

Regulatory Requirements 34 CFR 361.17(h) Functions • Review, analyze, and advise DVR • Eligibility, including order of selection • Extent, scope, and effectiveness of services provided • Functions performed by State agencies impacting the ability of individuals with disabilities to achieve employment outcomes • In partnership with DVR • Develop, agree to, and review State goals and priorities • Evaluate the effectiveness of the VR program and submit Annual Report • Advise DVR regarding activities and assist in preparation of Combined State Plan • Conduct a review and analysis of the effective and customer satisfaction of: • Functions performed by DVR • VR services • Employment outcomes achieved by eligible individuals, including availability of benefits

Regulatory Requirements 34 CFR 361.17(h) Functions (cont) • Prepare and submit annual report on status of VR program • To Governor and RSA • Due 90 days after the end of the Federal Fiscal Year (due December 30) • Coordinate activities with other councils within the State • SILC, advisory panel established under IDEA, State Developmental Disabilities Planning Council, State mental health planning council, State workforce development board, AT Act • Coordinate and establish working relationships with SILC and centers for independent living • Other comparable functions the Council determines to be appropriate

Regulatory Requirements 34 CFR 361.17 (i) SRC with DVR prepares a plan for resources, including staff and other personnel needed to carry out functions (j) Meetings • Convene at least 4 times a year • Publicly announced, open, and accessible to the public, including individuals with disabilities

Customer Satisfaction & program Evaluation • Duties • Reviewing program and performance data • Developing questions regarding program and performance data to ask of DVR • Analyze program and performance data • Bring forward recommendations from the Committee to the full Council regarding issues illuminated by program performance data • Evaluate secondary customer satisfaction data and information • Collaborate with DVR in conducting and analyzing findings from CSNA

Planning, Policy, & Education • Duties • Reviewing and analyzing information regarding the operation, service priorities, and administration of VR in the Combined State Plan • Preparing drafts of any content the SRC is required to submit for the Combined State Plan • Reviewing and analyzing proposed substantive changes to DVR’s Service Delivery Policy • Preparing and presenting input regarding substantive changes to service • Reviewing and analyzing the impact of any bill presented in the General Assembly which directly related to the provision of VR services • SRC is prohibited from lobbying any legislators or legislative staffers • SRC shall not take a position on a bill before the General Assembly • Track proposals and analyze the substance of any proposed changes to WIOA • Prepare input for SRC review related to WIOA reauthorization • Prepare educational materials produced by SRC in close collaboration with DVR

Membership • Duties • Maintain full, diverse, and engaged SRC • Active recruitment to fill vacant and soon to be vacant roles • Education and support of current, newly appointed, and potential council members • Provide application materials and instructions to potential members • Orientation and continued mentoring to new appointees • Regularly reviews membership roster and contacts members who have missed multiple meetings

Membership • Current Related DVR Activities • Partnership with CWDC • Support from Board Liaison to monitor membership, applications, and orientation • Support to orient members with logistics of serving • Support from DVR • Outreach to Southern Ute Mountain VR program • Outreach to Behavioral Health Planning Council • Notice to Regional Managers/Business Outreach Manager of vacancies

Staff Support Roles • Miranda Podmore, CWDC and SRC Support • Administrative assistance to accomplish functions of SRC • Direct contact for meeting scheduling, reimbursements, website edits, etc. • Alba Duque, CWDC Board Liaison • Liaison with the State of Colorado • Prepare applications for the membership committee to review • Manage appointments, membership, and membership data • Support onboading/offboarding, and answer questions from interested candidates • Augusta Klimek, WIOA Manager • Technical assistance to accomplish functions of the SRC • Direct contact for policy, Combined State Plan, CSNA, annual report, etc. • Liaison to other DVR SMEs

  15. Logistics • Travel reimbursement • All travel related reimbursements must be submitted within 60 days of travel dates • Mileage must be tracked and parking receipts saved • Complete W-9 form to be entered into CDLE’s CORE system • Work with Miranda to complete Travel reimbursement form • Miranda submits form to CDLE’s accounts payable • Meals during meetings • Lunch will be provided during the four quarterly full SRC meetings only • RSVP forms will be sent to capture accurate head count • Official function form is filled out and signed to allow lunch to be ordered
