  1. Feedback on the New Datums North Carolina Geodetic Survey Gary W. Thompson, PLS 2017 Geospatial Summit April 24 to 25, 2017

  2. Preparation • Our major products/services which will be affected by the new datums: • North Carolina CORS network • NC Geodetic Survey geodetic database • Flood Risk Information System (FRIS) • Flood Inundation Mapping Alert Network (FIMAN) • Land Records Management Program • Our preparations to date include: • Created a 2022 Datum Working Group to develop implementation recommendations • Working with SC Geodetic Survey to develop common implementation plans • Working with the National Geodetic Survey to complete GRAV-D in North Carolina • Collecting terrestrial gravity data • Partnering with UNCC to purchase an absolute and relative gravity meters • Obtaining ellipsoidal heights on NAVD88 bench marks (Height Modernization surveys) • Collecting statewide LiDAR elevation data (USGS QL1 and QL2) • Education outreach

  3. Advantages / Challenges • We are excited because...Expected advantages of the new datums for your organization, its products, or services • NGS plans include developing improved “user friendly” programs for submitting, processing, and viewing geodetic data in the future • We are concerned because...Expected challenges of the new datums for your organization, its products, or services • NGS tools may be developed without direct involvement from users • NGS will not have enough resources to develop “user friendly” tools that will help users transition to the new datums • The cost to make the transition to new datums in 2022 by state and local government agencies

  4. Transition Tools / Outreach Needs • The tools, products, or services we need most (from NGS or others) are: • Development of web-based user-friendly transformation tools • Modernization of tools that will provide an efficient and consistent method to submit GNSS, leveling, gravity, and traverse data to the NGS for inclusion in the NSRS • The outreach we need most (from NGS or others): • Establish ad hoc groups to include datum and tide information users to ensure they are included in the decision making process for transition to the 2022 reference frame. • Provide status reports on the new reference frames and obtain feedback from users by participating in National and State surveying and mapping conferences. • Develop regional partnerships to collaborate with partners (governmental, commercial, and academic) to support the GRAV-D project • See other recommendations in HSRP issue paper • https://www.nauticalcharts.noaa.gov/ocs/hsrp/recommendations/2016/HSRP-US-Latitudes-Longitudes-Elevations-to-Change-26Oct2016.pdf
