Rest Quarters (other hospitals) Good News Some public hospitals have rest quarters for clerks Bad News Some don’t For Hospitals with Quarters QMMC – as small as a closet RMC – no bed You lie on the floor But there are rats running around at night ☹ Food Attracts rats (especially in PCGH) Keep windows closed

  20. Legislative Committee • Priority work on a provisional magna carta for in-hospital trainees (clerks and interns) • Ideally, 2014’s own jerry-rigged version out during first or second rotation • Let’s try to make a sort of “collective bargaining agreement” • Just to prevent things like sudden requirements and deadlines • MBA is notorious

  21. Legislative Committee • Content of an example clause: • Make a req. min. of 10 calendar days for requirements of >=10% final grade • 10 days is standard in Philippine Labor Code = reasonable • Provisional magna carta to be integrated into official one at end of the year • (let’s face it, lower batches will be taking their sweet time)

  22. Legislative Committee • Expect work in this committee to be equal to that of other committees • BUT!!! Our work now will echo through out the rest of ASMPH history • (We’ll become the first batch to write a magna carta, plus it’s specific for clerks and interns) • If all things go our way, all the heavy-lifting should be over by December 2012

  23. Legislative Committee • Duties include: • Conduct LEC group FGDs re: constitution and magna carta • Get signatures, votes from respective LEC groups, for legal documents and quorum • Help write the constitutional revisions and magna carta (it’ll be a team effort) • Research, if need be (also team effort) • First-responder legal advisor for incidents (tag-team with internals)

  24. Provisional magna carta • Rumor has it: Doc Yap made a list of clerk and intern rights back in 2010 • To be confirmed • May have overlap with existing guidelines, but repeated for emphasis of importance and ratification • My ideal idea (you can contest, suggest, complain to me) = we finish this by the second rotation, we all sign it, and presto!

  25. Provisional magna carta(Clerk's bill of rights) • In-hospital trainees have the right: • To be treated with honesty and respect • To receive training, supervision, and support directly from residents, consultants, and specialists • To be provided with and participate in a variety of instructional cases and educational events • To work in an environment that is safe and secure

  26. Provisional magna carta(Clerk's bill of rights) • In-hospital trainees have the right: • To work in a fair environment, free of bias and discrimination • Areas of discrimination include but not limited to: • Gender and sex • Race • Nationality • Religion • Economic background • Educational background, including medical school

  27. Provisional magna carta(Clerk's bill of rights) • In-hospital trainees have the right: • To know his/her evaluation score (grade) • To know how his/her were graded from each department • To appeal / contest his/her grade

  28. Provisional magna carta(Clerk's bill of rights) • In-hospital trainees have the right: • To be presumed innocent until proven guilty beyond reasonable doubt • To be informed in writing of any complaints against him/her • Form filed within ten (10) calendar days after incident with (grievance mechanism authority) • To face his/her accuser
