PCC Purposes • Recommend criteria for the guidance of the members, subject to Board of Directors approval, for adequacy of power supply and for such elements of system design as affect the reliability of the interconnected bulk power systems. • Accumulate necessary data and perform regional studies of the operation of the interconnected systems necessary to determine the reliability of the western regional bulk power network. • Evaluate proposed additions or alterations in facilities in relation to established reliability standards and criteria. • Identify the types and investigate the impact of delay on the timing and availability of power generation and transmission facilities. • Review reports and recommendations prepared by subcommittees and others concerning reliability and adequacy of power supply and forward same with comments and/or recommendations to the Board of Directors in a timely manner. • Prepare appropriate reports and maps of planning information for governmental regulatory agencies, reliability councils, and others as required.

Goals - Loads & Resources SC • Complete 2009 PSA by parallel study with SAM and PROMOD to prepare for 2010 using PROMOD alone to support probabilistic metrics for resource adequacy and better addressing variable generation including wind and hydro. • Enhance L&R data collection manual and explore ways to improve the timeliness of data submission. • Respond to the NERC LTRA Scenario Request by June, 2009.

Goals - Reliability SC • Continue modification the WECC Low Voltage Ride through Criteria as necessary based on FERC Ruling 661 and 661A. • Continue to integrate the WECC reporting to NERC TADS for consistency and to avoid duplication; complete work for Phase II on Planned Outages. • Review requirements within FAC-010 and 011 and TPL 001-004 WECC -1-CR regarding Common Corridor Outages.

Goals - Technical Studies SC • Initiate a joint review and update with the OC of the WECC Off-Nominal Frequency Load Shedding and Restoration Plan, addressing load variations. • Continue improvements to system load models. • Complete the Type I and IV wind generator models and advance the Type II model. • Continue to reduce the number of power system base case late data submittals and data errors. • Complete testing of the Generator Performance Monitor. • Improve the Annual Study Program through the development and investigation of more stressed system conditions. • Update the SRWG data preparation manual so it is compliant with the appropriate NERC standards.

Goals - PCC • Continue work on document conversion in order to meet the RPIC August, 2009 completion deadline. • Develop a plan, with OC, for Synchro-Phasor infrastructure and tools for situational awareness and operations analysis. • Monitor and participate in NERC standard development to provide WECC input and to determine if regional differences are appropriate. • Participate in NERC meetings and report development to reflect WECC views. • Support the WECC Wind Initiative including model development, standards, TEPPC planning case and development of a Study Case. • Continue outreach and communication with stakeholders, regulators, states/provinces in the Western Interconnection.
