Chapter 1 - Conceptual framework It will provide: • a brief summary of the conceptual framework for energy statistics established by IRES • a description of the relationships of energy statistics with other statistical domains (e.g. economic, environment, etc.) For example, residence and territory principle

  3. Chapter 2 - Legal foundations and institutional arrangements The importance of a legal framework and appropriate institutional arrangements for energy statistics is recognized in IRES This chapter would provide a review of different systems for the energy statistics (e.g. centralized vs decentralized systems) and describe their advantages and disadvantages Key elements for effective institutional arrangements would be elaborated Country examples will be an important element in this chapter to demonstrate how countries have established their current infrastructure
