Central New York – 5 county region • Formally established in 1966 through Regional Planning and Development Board • Proximity to the intersection of Interstates 81 and 90 • Commutation patterns link all five counties to the Syracuse MSA • Shared history, demographics, natural resources, and business challenges • Significant concentrations of colleges and universities

Issues facing CNY region It’s all about talent… • 40-50% eligible to retire by 2010 • Feb 2007 CNY labor force 1.1% less than one year ago • In 2004, population in the 20-34 age range fell 27.2% in Onondaga County • 70% of future jobs will require beyond HS education • NYS reported 67% graduation rates in 2004; 50% of African Americans, and 15% of Hispanic students in the upstate urban cohort graduated • In CNY the availability of a skilled workforce is a deciding factor in business attraction

Actions for transformation • Increase worker credentialing • Request $ 887,820 • Collaborative projects such as • Expand certificate, credentialing and skill building programs to help individuals find employment • Explore certificates as additional graduation outcomes • Develop ‘work ready’ communities • Leveraged resources • Existing career ladder maps (research science, health care, energy) • Existing WorkKeys, Certificate of Workforce Competency, and National Work Readiness Credential

Actions for transformation • Build business capacity through employer training • Request $ 565,500 • Collaborative projects such as • Develop programs for business leadership addressing changing workforce and global marketplace needs • Create inter-institutional and cross-sectional professional exchanges, e.g. Speaker Series • Funds to support implementation coaches • Leveraged resources • Training grants e.g. WIA funds, IEP, private business funds • Speaker programs through local colleges, universities, and professional associations

Actions for transformation • Apply literacy contextualized to work and life skills • Request $ 116,160 • Collaborative projects such as • Develop a strategic plan (2008) with measurable and acceptable outcome indicators • Promote community awareness and action • Improved life and work skills for immigrant populations • Improved technology literacy for aged 50+ workforce • Teachers in the workplace to build curriculum • Use of technology to expand regional instructional capacity • Leveraged resources • Family Literacy Alliance Greater Syracuse • Regional school district/BOCES literacy programs

Actions for transformation • Promote and expand opportunities forinternships/mentoring/job shadowing • Request $ 468,750 • Collaborative projects such as • Expand and maintain a database containing internships/mentoring/job shadowing opportunities • Expand paid opportunities for job seekers, professionals, and high school and college students • Build regional capacity via skills transfer through mentoring opportunities engaging 50+ and diverse workforce • Leveraged resources • Private business funding • Existing internship programs and services, e.g. Project Ion, individual college career planning and placement offices • WIA programs for at-risk youths • Middle/High school level mentoring and job shadow programs

Actions for transformation • Increase regional awareness of economic drivers and related career pathways within and outside the region • Request $ 259,000 • Collaborative projects such as • Establish online career ladder maps for each of the economic drivers • Develop, market, and maintain educational support materials • Promote continuum of technical and professional opportunities • Leveraged resources • Existing career ladder maps • NYS DOL career ladder grant to Onondaga and Cayuga-Cortland WIBs

Actions for transformation • Align and leverage regional capacity through replication and assessment • Request $ 947,600 • Collaborative projects such as • Survey current and future skills requirements, ascertain needs, fill gaps • Leverage National Advisory Board’s expertise in assessment, sustainability, and replication for continuous improvement • Communicate programmatic successes and best practice models • Implement response team as a catalyst for economic opportunities • Leveraged resources • J2J Team and work groups
