Public Participation: EIS Scoping • MR 7849.5300, subp. 3 • A person desiring that a particular site or route be evaluated shall submit to the [OES Director], during the scoping process, an explanation of why the site or route should be included in the environmental impact statement and any other supporting information the person wants the [director] to consider.

  12. Public Participation: CN Scoping • MR 7849.7100 Joint Proceeding • OES is preparing an EIS in lieu of the ER required for a CN, as is allowed under subpart 2 • The EIS will include analysis of the CN alternatives required under 7849.7030
