OVERVIEW • B3 Regions is a fast track project funded under INTERREG IVC Programme • B3 Regions aims at: - exchanging and sharing good practices around the common theme of broadband regional development (main result indicators: 8 thematic workshops) in order to: - capitalise expertise under OPs 2007-2013 (main result indicators: 13 action plans) • Duration:26 months (September 2008 – October 2010) Next Generation Network eGovernment practices transfer between regional authorities 24th September 2009

B3 REGIONS FAST TRACKING ELEMENTS The main advantages of being a fast track project are: • Capitalisation of knowledge already available (tools, methods, approaches, managements skills, thematic knowledge…..). Moreover capitalisation means to create a stronger link between exchange of good practices and mainstream funding programmes. • Focus on the action: translation of good practices into mainstream policies and programmes. • Active involvement of the Managing Authorities of the relevant OPs. • Concrete deliverable: action plans. • Better use of EU Structural Funds. • Support of the EU Commission services: especially DG Infosociety and DG Regional Policy. The project’s partners are supported by Commission in different stages in their efforts to implement action plans within the OPs. The partnership: strength aspects • COMPLEMENTARITY OF THE PARTNERSHIP EXPERTISE towards project activities: • 8 Regional Managing Authorities (Piedmont, Sterea Ellada, Catalunya, Malopolska, Lodz, Crete, Lower Silesia) • 5 ICT implementing Agencies (CSI-Piemonte, Nynet, NCA, iCentres Association, Fundecyt) • 1 Local authority (Lodz) • 2 ICT University Departments (Crete, Cyprus) Next Generation Network eGovernment practices transfer between regional authorities 24th September 2009

The partnership: strength aspects 2) HOMOGENEOUS DISTRIBUTION ACROSS EUROPE: 16 partners coming from8 Member States - 4 “old MS” Greece, Italy, Spain, UK - 4 “new MS” Bulgaria, Cyprus, Hungary, Poland. 3) MIX of MORE and LESS experienced partners about digital divide issues. 4) PRE-EXISTING collaboration among partners helpful at: - making available a wide range of different broadband policy cases; - supporting less advanced Regions in developing their ICT plans. THE APPROACH The 3 project’s components are strongly interrelated to deliver the main output of the project: action plans thatdefine precisely how the good practices will be concretely implemented under OPs 2007 – 2013 of each Region involved. All the three processes are structured as follow: • CONTENT PULLING:instruments for feeding the existing knowledge repository (thematic workshops, study visits, twinnings…); • KNOWLEDGE HARMONISATION: instruments for organising and making available all the information collected; • CAPITALISATION ASSETS: instruments for exploiting knowledge (conferences, e-learning, action plans, guidelines, reports…).   9. EXCHANGEOF EXPERIENCES AND TRANSFER TOOLS • 8 Thematic workshops and exchange of broadband good practices; • Study visits; • Staff exchange through twinning between Regions. Each twin couple is formed on the basis of common interests by a Region which has already developed a broadband strategy under SF 2000-2006 and a Region which has to develop broadband under SF 2007-2013; • National and international conferences (dissemination events); • The project platform (Action Plan Support Tool). • The e-learning platform Next Generation Network eGovernment practices transfer between regional authorities 24th September 2009

TRANSFER STRATEGY: good practices In order to successfully transfer the broadband practices into OPs, the partnership has to share the following know-how: • good practices in broadband strategies; • experiences in managing OPs and designing ICT strategies. Each workshop is an useful learning moment to share good practices around the main broadband themes. The good practices are selected on the basis of successful results obtained in each Region and their potential to be transferred to different geographical areas creating added value at the European level. E.g. • Piedmont Region:WI-PIE Programme • Catalunya:Broadband infrastructure in the Pyrenees area • University of Crete:The smart village project • Malopolska Region: One of the new MS having an initial experience in broadband strategy development using SF. TRANSFER STRATEGY: workshops • The capitalisation process is achievedthanks to a transfer process ofbroadband experiences around specificsub-themes in a harmonised way. • The main themes proposed by Regions (which correspond to as many workshops) are: • LESSONS ALREADY LEARNT • • Demand Aggregation(Nynet - UK) • • E-government services and management of the infrastructure • (Lodz/ Malopolska/ Lower Silesia - Poland) • • State Aid Regulation(Extremadura/ Catalonia - Spain) • • Educational services(Crete/ Sterea Ellada - Greece) • Establishing an ICT Observatory (Piedmont - Italy) • ________________________________________________________________________________ • LESSONS STILL TO LEARN • Access in remote rural coastal mountain areas • (University of Cyprus - Cyprus) • EU broadband search engine(NCA - Hungary) • Public Private Partnerships and funding models(iCentres - Bulgaria) Next Generation Network eGovernment practices transfer between regional authorities 24th September 2009

  12. WORKSHOPSTRUCTURE Each workshop has a standard structure able to: • ensure the good practices exchange; • promote the discussion. STRUCTURE: • Problem definition; • Statement of the objectives set (quantitative and qualitative); • Methods, practices and approaches implemented; • Outputs and outcomes generated; • Adaptations/customizations required; • Transferable lesson learnt; • Q & A session; • Open discussion; • Exchange of views and information among project partners. WORKSHOPOUTPUTS • Report, a sort of handbook containing topics and good practices presented; • Audio-video documentation; • Feedback form (about the workshop satisfaction, contents and improvements); AND • E-learning modulescontaining for each theme the following issues: - context definition, - statement of objectives set, - methods, - practices and approaches implemented, - transferable lessons learnt, - discussion section, - glossary, - e-game, - similar initiatives and projects. PROBLEMS ENCOUNTERED IN THE TRASFERRING PROCESS During the B3 Region’s review meeting hold in Pollenzo (July 2009) emerged that regional elections can be a crucial point in the action plans transferring and in their adoption in the Regional Operational Programmes especially if the elections are unpredictable with a sudden change in the Regional government (e.g. Sardinia Region) and a consequently reorganisation process as well (political issues); Other issues raised were: • a lag time in the Regional Operational Programme budget allocation; - sometimes it is easier to get funds by National government instead ERDF due to a strengthen relationship between National/Regional Bodies. METHODOLOGY and TRANSFER STRATEGY:the APST The B3 Regions transfer methodology is also implemented through the Action Plan Support Tool (APST), aimed at: • collecting and organising existing experiences among partners (the various best practices are split into their basic components in order to be easily transferable and adaptableto the wider number of Regions and contexts); • supporting the Managing Authorities involved to develop strategic actionplans through OPs 2007-2013. Such tool is conceived as a multidimensional matrix making possible to connect 4 types of information: 1. problems / issues targeted; 2. policy solutions; 3. contextual environments; 4. rate of success.   21. METHODOLOGY and TRANSFER STRATEGY: the APST The APST, based on the Case Base Reasoning (CBR), is useful in solving problems studying similar cases. The tool recognises the policy by searching and retrieving in the memorised good practices those that better fit some requirements allowing to identify the starting point in defining the broadband strategy. In practice the APST aims to assist regional policy makers in developing broadband action plans through: • an intelligent provision of essential information about broadband good practices across Europe; • an ex-ante evaluation of plans building-blocks.
