Roles and Responsibilities • Line Manager • Line managers appoint and direct key personnel, including the capture manager and proposal manager, and either serve as or appoint the review team leader • Review, approve, direct, and report marketing activity, Appoint key personnel for major procurements, Make key decisions on major procurements • Account Manager/Inside BD • Continual interaction with customer and industry partners. Identifies and qualifies opportunities for bid. • Enters opportunities into GovWin, Leads the qualifications for opportunities within customer area, Supports capture, proposals, and reviews as required • Capture Manager • Dedicated to the overall procurement effort, including capture planning, marketing, and pre-proposal and proposal preparation. The capture manager works in partnership with the proposal manager to develop and implement a strategy for winning a specific contract, with responsibility for the pre-RFP marketing effort and capture strategy development • Proposal Manager • Responsible for the overall proposal effort and the daily and long-term assignments of the proposal staff • Proposal Coordinator • Provides day-to-day coordination of the proposal process, including control and supervision of all aspects of the proposal production effort. The coordinator is the principal point of contact between the proposal team and the production staff

  10. Return on Investments (ROI) • Accountability for investment returns • Indirect and B&P cost in the future will be tracked by acquisition. Process being developed • Acquisition cost is included in the gate 2 review and updated at gate 3 • Capture manager is responsible for managing and reporting on cost • Need to define percentage fee/profit for acquisitions in the future • New field in GovWin (coming) • Used to calculate ROI to support the business case and assist in the prioritization of investments ROI = (contract value * fee percentage)/(indirect + B&P) Example (contract 250K, 10% fee or profit, 1K indirect cost, 1K B&P cost) ROI = (250,000 * 10%) / (1,000 + 1,000) (25,000) / (2,000) ROI = 12.5 As a general rule ROI must be 12 or better to justify investment

  12. TSG Capture and Proposal Managers Bookings and Percentage Win Rate by Dollar Goals Capture managers are assigned qualified opportunities after a successful gate 2 review. They are responsible for successfully closing each deal Assigned. They develop a capture/proposal budget and are responsible For managing the capture activities within the approved budget. Proposal coordinators and SMEs are assigned roles as requested by the BUGMs
