  1. State Motorcycle Safety Administrators Conference Motorcycle Operator Manual (MOM) and Knowledge Test Question Database

  2. During this session we will cover the project: • Background • Objectives • Methodology • Next Steps

Background • The MOM was originally developed in 1978 by NHTSA and other stakeholder organizations. • In recent years MSF has maintained and updated the MOM for jurisdictional use. • Following a recent NHTSA and AAMVA project to develop a uniform non-commercial model non-commercial driver testing system, NHTSA requested that AAMVA undertake a similar project for motorcycle testing.

  4. Objectives • Support the development and ongoing maintenance of the MOM and licensing knowledge test question database. • Development of the MOM • Development of the knowledge test question database • Conduct a Pilot Test of the MOM and knowledge test questions database

Test Maintenance Subcommittee (TMS) • TMS is a subcommittee of the AAMVA Driver Committee; and is charged with the development and maintenance of all AAMVA model testing systems (commercial, non-commercial and motorcycle) • Subcommittee consists of (5) jurisdictional volunteers: • Andrew Krajewski, Chair • Joyce Mallon, Region 1 • James Barwick, Region 2 • Claudia Mellot, Region 3 • Gibb Kingsley, Region 4

  6. TMS is supported by: • Two AAMVA staff members: • Karen Morton, Project Manager • Kevin Lewis, Director of Driver Services • One contractor: • Brett Robinson, Highway Safety Services, LLC

Methodology The TMS provides oversight for the development and maintenance of the MOM and knowledge test question item pool. • Literature review of State motorcycle manuals • Appointed a Stakeholder Advisory Group • Andrew Krajewski, SMSA (MD MVA) • Raymond Gaulin, GHSA (CT DMV) • James Heideman, MSF • Michael Jarman, NC Div of Motor Vehicles • Michael Turcott, WA State Patrol • Additional SMEs were utilized when necessary.

  8. Based on the literature review, a draft MOM was created and presented to the TMS & SAG. • Through a series of in-person meetings and webinar/conference calls, the MOM and knowledge test questions were reviewed, revised and reviewed again prior to submitting the documents to NHTSA for review and approval.
