  4. Draft Recommendation of the Council on Gender Equality in Education, Employment and Entrepreneurship Horizontal projects at the OECD • EDPC was invited to comment on the Draft Recommendation • Nine countries provided comments • Some did so in conjunction with their delegate to the Employment, Labour and Social Affairs Committee (ELSAC) • EDPC comments were taken into account in a revised text • ELSAC is considering a revised text at its meeting on 18-19 April 2013

  5. Programme for International Student Assessment (PISA) Early childhood and schools • Data collection now completed for PISA 2012. • 64 countries/economies completed the data collection. • First results to be published early December 2013. • Thematic reports examining data in depth in 2014-2015 • 71 countries/economies are participating in PISA 2015. • Preparations are currently underway for the Field Trial in 2014.

Early Childhood Education and Care Early childhood and schools • OECD Network on ECECDecember 2012 meeting focused on workforce quality • June 2013 meeting to focus on outcomes • New project on Monitoring Quality in Early Learning and Development • Launched in 2013/14 in three strands: • Desk-based analysis of effective policies and practices in monitoring quality • Data development - quality indicators for monitoring • Policy review of monitoring quality • Further information: www.oecd.org/edu/earlychildhood

CELE Learning Environments Evaluation Programme (LEEP) Early childhood and schools • Approval by EDPC of Group of National Experts (GNE) on Effective Learning Environments; mandate currently before Council. • Collection of voluntary contributions from CELE members and others; • Framework and research papers for the LEEP module on Efficiency and Effectiveness of Physical Learning Environments currently in development; • First GNE meeting in September 2013.

  8. OECD Review of Evaluation and Assessment Frameworks Early childhood and schools • Final Synthesis Report “Synergies for Better Learning: An International Perspective on Evaluation and Assessment”, released on 11 April. • Conference to discuss the conclusions of the Review in Oslo, 11-12 April in conjunction with the NorwegianMinistry of Education and Research and the NorwegianDirectorate for Education and Training. • The Review has produced 9 background papers (2 more to come), 17 country background reports (8 more to come) and 10 country review reports (4 more to come) under the guidance of the Group of National Experts on Evaluation and Assessment. • Reviews of evaluation and assessment in the Netherlands and in the United Kingdom (Northern Ireland) are being conducted in 2013. • Further information atwww.oecd.org/edu/evaluationpolicy.

OECD Survey of Adult Skills Skills beyond School • First results for Round 1 countries to be released 8 October 2013 • A direct assessment of adults • literacy • numeracy • problem solving in technology-rich environments • Questions on skills use, covering: • cognitive skills • interaction and social skills • physical skills • learning skills • Background questionnaire • demographic characteristics • educational attainment and training participation • social and linguistic background • employment status and income • use of information and communication technologies • literacy and numeracy practices

Ongoing policy reviews Policy Advice and Implementation • Review of education policy in Puebla, Mexico: key recommendations presented to Governor in February; report being completed • Report on lessons from PISA for Korea in final stages • Joint UNESCO/OECD review of education in Thailand: agreement to be signed shortly. • Higher education in cities and regions: recent reports on Antioquia, Colombia; Wroclaw, Poland; Sonora, Mexico • Economic Surveys: education and skills regularly feature; Director took part in New Zealand policy mission
