  1. ARIB Standardization Activities on Multimedia Broadcasting for Mobile Terminals Tomoyuki Ohya ARIB (mmbi, Inc.)

Highlight of Current Activities(1) • Digital TV Switchover in Japan • Analog terrestrial TV broadcasting terminated on 24th July, 2011, except for three North-Eastern prefectures (to be terminated by 31st March, 2012) • Using the vacant VHF spectrum, ISDB-T based multimedia broadcasting for mobile terminals will be launched: • VHF-L (90-108MHz): Local Block are (ISDB-Tsb: ARIB STD-B29) • VHF-H (207.5-222MHz): Nationwide area (ISDB-Tmm) • Standards Completed • “Mobile Multimedia Broadcasting System WG” in ARIB has been working on establishing related standards since November, 2009 • Nine ARIB STDs (B10, B25 Part4, B32, B38, B45 Part 2, B46, B53) are either newly created or modified to support ISDB-Tmm (published in March 2011)

Highlight of Current Activities(2) • Operational Guidelines Completed • ARIB TR-B33: “Operational Guidelines for Terrestrial Mobile Multimedia Broadcasting by Transmission System Based on Connected Segments” was published in March, 2011 • The operational guidelines document is maintained by “ISDB-T Multimedia Forum” • Harmonization with ITU-R standardization • ISDB-T based multimedia broadcasting is standardized in ITU-R BT-1833: “Broadcasting of multimedia and data applications for mobile reception by handheld receivers”, as Multimedia System “F” • File based broadcasting defined in ARIB STD-B45 Part 2 is also standardized as ITU-R BT-1888: “Basic elements of file-based broadcasting systems ”

Strategic Direction • Commercial Service in Japan • ISDB-T based VHF-H multimedia broadcasting (Mobacas) to be launched in April, 2012 • Activities towards the global harmonization • Physical layer parameters for 6/7/8 MHz bandwidth were already defined in ARIB STD-B46 and ITU-R BT.1306 • New recommendations on the emission system and the planning criteria for terrestrial multimedia broadcasting for mobile reception using handheld receivers in the VHF/UHF band are under discussion in ITU-R (BT.[ETMM] and BT.[ETMMPLAN])

Challenges • Coexistence / Competition with other visual contents services such as: • One-seg services • On-demand video services over communications channels • Key success factors for mobile DTV • Providing open technical information to the industry for rapid terminal penetration • Preparation for wide radio coverage area • Collaboration of communications and broadcasting services • Reliable reception of high quality programs is possible using communications channels to supplement data which cannot be received over broadcasting channels • New broadcasting programs collaborating with bi-directional services, such as social networking services

  6. Next Steps / Actions • Continue to contribute to establishing / improving standard documents in ARIB and ITU-R • Expecting commercial service launch in April, 2012

ISDB-TMultimedia Forum ISDB-T Multimedia Forum is an organization dedicated to researching new broadcasting services that utilize the ISDB-T format, in order to contribute to the advancement of digital broadcasting in Japan. The forum also promotes the benefits of mobile multimedia broadcasting, which will continue to use the available VHF frequency band after analog broadcasting has ended.
