Are we independent or multi-dependent? • Independence: • Operational freedom (from HEIs, governments) • Autonomous activities in definition of procedures and methods, nomination and appointment of experts, determination of the outcomes of QA • Responsibility for the final outcomes (conclusions and recommendations) of QA process • Dynamic Cooperation with stakeholders and ability to use partnerships to safeguard ones independence

  5. What is important internationally? • Capacities • Transparency • Efficiency • Involvement in partnerships • Flexibility to adapt activities to the context
