A PSMLA EXEMPLARY FOREIGN LANGUAGE PROGRAM INITIATIVE

This informational presentation is for use by schools to learn about the PEP Awards, a program that recognizes exemplary foreign language programs in Pennsylvania high schools. The program provides guidelines for improving world language instruction and offers awards at different levels based on meeting specific criteria.

  1. A PSMLA EXEMPLARY FOREIGN LANGUAGE PROGRAM INITIATIVE THE PEP AWARDS This informational presentation is for use by schools. It was written in 2013 and revised in 2016.

  2. PEP Co-chairs • Mina Levenson, Pittsburgh Allderdice High School • Thekla Fall, Pittsburgh Public Schools, Retired PEP Review Committees • There are two committees – one east and one west. Committee East reviews applications from the western part of the state and Committee West reviews applications from the east. • Committees are comprised of very dedicated foreign language teachers who volunteer their time. • Please let us know if you would like to serve on a PEP Review Committee. It is a good way to better understand the program.

  3. PEP AIMS • To identify and recognize exemplary PA high school world language programs. • To serve as a blueprint that encourages PA school officials, board members, teachers, students and parents to use the PEP Rubric as a guide to improve world language programs.

  4. PEP Characteristics • PEP is not a competition. Any high school that provides evidence that their foreign language program meets the criteria will receive a commensurate award. • The program is open to all PA high schools: public, private, charter, parochial, etc. provided one (or more) of the world language teachers is a PSMLA member. • A PEP award is a two-year award.

There are Four Award Levels: • Golden Globe— school must meet or exceed 8 out of 11 program indicators in the Golden Globe column (up to 3 may be in the Silver, Bronze, or Globe columns but none may be off the rubric) • Silver Globe —school must meet or exceed 8 out of 11 program indicators in the Silver Globe column (up to 3 may be in the Bronze, or Globe columns but none may be off the rubric) • Bronze Globe —school must meet or exceed 8 out of 11 program indicators in the Bronze Globe column (three may be in the Globe column but none may be off the rubric) • Globe —school mustmeet or exceed 10 of the 11 program indicators listed in the Globe column (one indicator may be off the rubric)

Eleven PEP Criteria of the PEP Rubric • Maintain high percentage of total world language enrollment • Offer an extended sequence of instruction in at least one commonly taught language • Retention of students in higher level courses • Provide choice of languages in a 4 year high school sequence • Have Advance Placement, International Baccalaureate, level 5 classes, and/or College in the High School programs • Schedule classes that are one level per period

Eleven PEP Criteria (Continued) • Implement key instructional practices—teachers: • Administer a district-wide, standards-based, performance assessment that cuts across languages • Engage in yearly staff development on world language topics • Maintain membership in professional organizations • Provide special program features beyond the classroom environment See “Eleven PEP Indicators: Rationale, Definitions, Required Evidence” at www.psmla.org PEP Awards page

PEP Benefits • Provides outside validation / data about your school’s program for • your administration • school board • students and parents • Provides a standards-based tool (PEP Rubric) to • encourage departmental K-12 focus and collaboration • improve programs • boost student enrollment • Provides PR opportunities for foreign language week/month for: • local news • your website and PSMLA website • school newsletters • showcasing special features of your program • Is a proactive strategy to safeguard program features and discourage deleterious program changes

  10. PEP School Recognition Schools are awarded a Gold, Silver, Bronze, or Globe certificate for display in their schools. Schools receive a small token reward at the Bronze, Silver, and Gold levels (a voucher toward PSMLA membership or events). PEP Awardees are featured on the PSMLA PEP SHOWCASE on the www.psmla.org website, in the PSMLA newsletter, and annual letter to superintendents. Schools are encouraged to notify board members, parents, and community members.

  11. KEY DATES • At least one teacher in the school must be a PSMLA member. PSMLA membership(s) must be paid by January 15, of the application year. • PEP Applications are announced in the fall and are due in the beginning of February. • Applicants are encouraged to collect required evidence throughout the year, rather than wait until the due date.

  12. If standards are for all students— Then ALL schools should offer world language programs that meet PEP criteria!
