  2. Pension Adalat • Objective: • Conducted with intention to look into grievances of pensioners & to take spot decisions

  3. Pension Adalat… • Composition and conduct of Pension Adalat • Held at Circle level, Regional level and Divisional level. At circle level Adalat is chaired by CPMG • Conducted twice in a year – Jan & July • Date announced 4 months in advance through print or visual media • Grievances to be submitted by pensioners within 90 days from date of issue of notice • Wide publicity is to be given

  4. Pension Adalat… • Advance Action • Grievances of pensioners acknowledged indicating the date, venue & time of Adalat • Officers concerned will examine the grievance and submit necessary report at least two weeks before the Adalat • Action to be taken for prompt settlement

Pension Adalat… • Representation in Pension Adalat • Officers concerned to be present with relevant records • Authorized representatives of standing committee of Voluntary Agencies and recognized Trade Unions/Pensioner Associations to be invited • In case of illiterate pensioners, widows, minors etc., pensioner association may be permitted to present the case

  6. Pension Adalat… • Evaluation & Monitoring • Decisions should be taken on the spot to redress the grievances • End of the Adalat summary of outstanding cases are compiled and unsettled case referred to concerned to take appropriate action in time bound manner • Report sent to Directorate

  8. Recognition of Service Associations • CCS(Recognition of Service Associations) Rules 1993 came into force from 15.11.1993. • Applicable to Service Associations of all Central Govt servants covered by CCS(Conduct) Rules 1965.

  9. Conditions for recognition… • Application to be submitted with Memorandum of Association, Constitution, Bye-laws, Names of Office-bearers etc. • Primary object of Association to be of promoting common service interest of members of a distant category • To represent at least 35% of total number of employees.

  10. Conditions for recognition… • Employees in service to be members or office bearers. However, as a transit measure, retired/ex-employees permitted to continue up to two years from the date of recognition. • Association not to represent interests of any caste, tribe, religion, etc. • Funds exclusively of subscriptions and Govt grants, if any, to be applied only for the objects of the Association.

  11. Check-off system of verification • Subscription to be deducted from payrolls on written consent of the official. • More than one association not allowed. • Check-off system of verification followed to verify the membership. • Other schedule for conduct of verification on membership also to be followed.

  12. Facilities for trade union activities • Holding meetings in Office premises • Display of Notices in the office premises • Foreign service to full time functionaries of Unions/Associations • Transfer of the Union Executive to the Headquarters. • Flying Union Flags in office premises not allowed.

  13. Special casual leave • Maximum number of days of Special Casual Leave admissible is 20 days in a calendar year for service related activities.

Regional Council Meeting Constituted at Circle level consisting of Official side & Staff side members Strength of council determined by size of the employees in a region Head of Circle will be the Chairman Deals with circle level problems Meeting to be held once in four months Unions can nominate their representative for a term of 3 years

  15. Circle Management Committee Set-up to ensure result oriented administration in the circle Conducted once in a quarter Pending cases relating to grievances in general and Minister/VIP cases in particular to be discussed in the meeting

Staff Adalat Object is to settle the grievance of staff on the spot Save time for administration and improve the morale of staff Conducted at Circle or Regional Headquarters To be conducted every six months Officials coming with their grievance may be given personal hearing NO TA/DA or special casual allowed to staff

  17. GDS Service & Engagement Rules • While considering case of GDS for ex-gratia gratuity, any period of absence beyond maximum permissible period shall be condoned by DPS • In case if it is not possible to verify any period of service from records, a committee is constituted with the following officers: • DPS of RO - Chairman • AD/APMG - Member • Regional IFA - Member

GDS Service & Engagement Rules Head of Circles may condone breaks due to leave in excess of 180 days In case if any GDS is continued beyond 65 years, HOC will take-up the matter with Directorate for ex post facto approval To fill-up any vacant post other than BPM, if combination of duty is not possible, permission to be obtained from HOC/HOD

  19. GDS Service & Engagement Rules CO to deal with complaints from GDS about compelled resignation GDS can be transferred from one unit to other with the approval of Head of the Circle once in entire service.
