  3. FORUM TRANSITION • Focused strategic goals directed at meeting Network member needs. • Network Coordinating Center subcontractor  CMS-independent membership organization. • Reorganization • New working committees with new deliverables COMPLETED

  4. EXTERNAL ISSUES QUALITY OVERSIGHT • Clinical Performance Measures (CPMs) • National Quality Forum (NQF) process • CMS process (OMB Circular A-119) • CMS Phase III ESRD CPMs • Data • Collection of requisite data • Validation of data • Timely and useful reporting of analyzed data • New, timely and effective technical assistance to facilities to assist quality improvement.

  5. EXTERNAL ISSUES ATTRIBUTION • Attributing outcomes among various components of a complex system of care. • Any meaningful input • Time achieving outcome • Payment for outcome • Composite scores • Process scores sum to an outcome score (NQF) • Linear, hierarchical model

EXTERNAL ISSUES CMS • CMS ability to respond to IOM and Congressional criticism, while maintaining ESRD Program effectiveness and timeliness. • Retirements, resignations  short staffed • Limited ESRD “institutional” memory • Centralized, delayed decision making. • Need to recognize differences between Networks and QIO’s, including ‘hybrid’ Networks.
