DEFINITIONS: • Third country: • Country that is not memberof The European Union or have an agreementwith The European Union concerningcommonlegislation and regulationsrelated to trade withfood and productsof animal origin (EEA EFTA States - Lichtenstein, Iceland and Norway). Documentcheck: • Control ofVeterinariancertificate or significantdocumentsfollowing a consignment. Identity check: • Visual control to verifycompliancebetweenveterinarycertificate and othersignificantdocuments and theconsignment/ product, includinglabelling. Physicalcheck: • Control oftheproduct, includingcheckofwrapping/ packing, temperature, sampling and testing, and alsocheckofthe transport conditions.

  6. DEFINITIONS: • Health certificate: • Veterinarycertificate or healthcertificatefollowingtheconsignment, and issued by The CompetentAuthority in the country oforigin or the country ofdespatch. CaptainsDeclaration: • Documentwithinformationabout a specificconsignment, issued by responsibleofficer (Captain) at direct landings from freezervessels. (EU) no. 809/2011

  7. IMPORT CONDITIONS: • Importer: • Must be registrated at the Norwegian Food SafetyAuthority (NFSA) as importer offood/ fish and fisheryproducts. Prior notification: • Prior to thearrivalof a consignmentintothe EU/ EEA, the importer must notify NFSA about time and placeofthearrival. The notificationshall be presented in a CVED. (CommonVeterinaryEntryDocument). • Place ofentry: • Approved Border Inspection Post (BIP), eventuallyInspection Centre subject to a BIP.

IMPORT CONDITIONS: • Country oforigin: • The manufacturer (processing plant, factoryvessel, freezervessel) must be approved by The CompetentAuthority in the country oforigin, and must be listed as an authorized establishment. https://ec.europa.eu/food/safety/biosafety/food_hygiene/eu_food_establishments_en

  9. REGISTRATION: • TRACES: • «Trade Control and Expert System» – electronic system for registration and documentationrelated to import and internal trade in EU/EEA. The resultofthe import (approved or rejected) is electronicallysigned by an OfficialInspector or Veterinarian. • TRACES generates a documentof import (CVED) whichshallaccompanytheconsignmentwhenimported. • CVED with all completed and mandatoryregistrations is printed and signedwhen border control is performed and the import is approved. CONTROL OF CONSIGNMENTS: • DOCUMENT- OG IDENTITY CHECK: • To determineiftheconsignment is in accordancewithinformation given in the prior notification (CVED), Health Certificate or Captain‘sDeclaration. • PHYSICAL CHECK: • To check and verifythattheconsignment is in accordancewiththe purpose and conditions given in the Health Certificate or relevant documents. • Checkontemperature (random check), sensorycheck (organoleptic), and samples for laboratory tests. • Surveillance and controlprogrammes for importedfood. • REJECTIONS: • Rejectedconsignmentsareplaced in a seized area/store, and the importer is responsible for despatchingtheconmsignment to the country oforigin or outofthe EU/EEA within 60 days.

BORDER INSPECTION POSTS (BIP‘S): • GRENSEKONTROLLSTASJONER: • 15 Border Inspection Posts (BIP) in Norway, some with Inspection Centres (IC) subject to the BIP. • In Nordland, Troms og Finnmark counties there are 7 BIP‘s approved for import of deep frozen fish and fishery products from third countries: • Storskog Road • Kirkenes Port • Båtsfjord Port • Honningsvåg Port • Hammerfest Port • Tromsø Port • Sortland Port • All BIP‘s exept Storskog Road are situated in or connected to private freezer stores/ terminals where the NFSA is in charge of control facilities containing office with wardrobes, toilets and showerrom, lab./inspection room and seized areas for rejected consignments.

  12. BORDER INSPECTION POSTS (BIP‘S): • APPROVALS: • All Border Inspection Posts in Norway must be areapproved by ESA, theInspection Body ofthememberstatesof EFTA; Lichtenstein, Island and Norway. The approval is given according to common EU-rules and legislation and theapprovedBIP‘sarelisted. • ESA performsauditsof all theBIP‘sregularly. Suchauditdarealsoperformed by The Main Office at the Norwegian Food SafetyAuthority. Faults and shortcomings at theBIP‘s must be correctedwithin a given periodof time. • All BIP‘s in Norway shall be re-approved in thenearfuture, according to updated standards of layout, placement, furnishing, equipment and relevant procedures.

  13. BORDER INSPECTION POSTS (BIP‘S): • BIP TROMSØ PORT: • OpeninghoursMonday – Friday 07.00 – 20.00 (Central European Time). • Approved for import of pre-packed, frozenfish and fisheryproductsintended for human consumption. • Staffed by 4 full time employedfishinspectors or veterinariansin theopeninghours. • 2 Inspection Centers subject to the BIP, in connection to private terminals withfreezer stores. • The terminals areresponsible for sufficientcleaning and maintenanceofthefacilities used by The Border Control, according to a signedagreement. • The terminals areresponsible for disposal and transport ofwaste from the BIP, also for disposal and transport ofwaste to destructioncentersifthewaste is representing a healthhazard.

BORDER INSPECTION POSTS (BIP‘S): • BIP TROMSØ PORT: • All imports through The Border Control in 2017 was frozen fish and fishery products of Russian origin. • «Common» species like cod, haddock, saihe, greenland halibut, catfish or redfish caught in the Norwegian Economic Zone, the Spitzbergen Zone or in the Russian Zone. • Frozen headed and gutted fish, fillet, liver, roe and heads, all wrapped and labelled in paper bags or cartons. • 162 direct landings from 27 listed freezer- and factory vessels. • Increasing numbers of imported consignments from Murmansk, transported by reefer vessels. • Several imported consignments from direct landings by Russian vessels are shipped back to Russia by reefer vessels. Veterinary Certificate for fish caught by Russian vessels and temporarely stored in Norway issued by NFSA.

BORDER INSPECTION POSTS (BIP‘S): • BIP TROMSØ PORT - FINDINGS: • No consignments from Russian freezer- or factory vessels have been rejected at BIP Tromsø Port the latest years related because of faults and shortcomings related to document error, temperature failure or packing and labelling of fish products. • No findings of prohibited substances, contaminated substances or substances harmful to human health in imported fish and fishery products in samples analyzed during our surveillance- and monitoring program.
