BCIU FLAP GRANT Foreign Language Assistance Program (FLAP) – fuel for specific programs of the ASC • Expand and Strengthen Mandarin Chinese Language Programs in Berks County • Increase Student Proficiency in Mandarin Chinese Language • Create an articulated sequential Program of Study for Mandarin Chinese Language Instruction Levels I, II, III, and IV • Develop an Effective Approach for finding, retaining, and professionally developing Qualified teachers of Mandarin Chinese

BUILDING CAPACITY: PARTNERSHIPS • Confucius Institute at Pittsburgh University (CI-Pitt) • Masters degree candidate teachers • Specialize in Mandarin instruction to non-Chinese speakers • 1 year assignment, with option to extend(J1 Visa) • Flexible program • Teacher sharing • Distance learning • Underwritten by Hanban (approximate one year cost = $13K) • BCIU serves as “satellite” center for administration of program • MAGPI and Cleveland Museum of Art (examples) • Leverage Distance Learning technology (RWAN and video-conferencing) • One of a kind “video classes” (Chinese Tomb Art)

BUILDING CAPACITY: PARTNERSHIPS • National Consortium for Teaching about Asia (NCTA) • Locally host NCTA’s East Asian Studies Workshops • Provide ACT48 credits, teacher stipend, and materials at no cost to districts • 30 regional participants in 2009 • UPenn’s Center for East Asian Studies (CEAS) • Regional opportunities for seminars and programs (low cost) • “vetting” of Curriculum resources and materials on behalf of the ASC • World Affairs Councils (WAC) • Local presentations by representatives from Dept of State, National Embassies, etc. (example: The Future of Korea)

CURRICULUM AND DESIGN: FRAMEWORK APPROACH • Shared Curriculum • Mandarin Language program collaboration facilitated by BCIU • Use of Performance Pathways environment • Standards Aligned • Confucius Institute Resource Materials • CI funding affords district access to wide spectrum of tools and materials to supplement and support instruction • Standard Assessments • Online assessment tools (STAMP) • Curriculum Audits • Leverage Partnerships (Ohio State, Univ. of Pittsburgh) for curriculum and assessment review and guidance

INTEGRATION AND OUTREACH: BUILDING SUPPORT • Community Partnerships – meet with local community groups • Heighten community awareness • Build goodwill • Explore possible collaborations (business/education partnerships) • Recent contacts: • Chamber of Commerce • Reading Chinese Association • School Boards • World Affairs Council • Adoptive Parents Group • Sister School Programs (China Exchange Initiative) • Leverage CEI framework to establish district to district exchanges • Afford students/educators the opportunity to experience other cultures • Aid district staff in establishing the infrastructure required to implement and sustain Sister School programs
