  3. NPPS in the Region At present: One country is constructing a NPP, the first reactor tobecommissionedby end 2016 Twocountries are in a veryadvanced stage of startingconstruction. Technology chosen and contracts signed. Twocountries are activelypreparingtheir NP programme In 2025 the Arabregionmay have threeNPPswork.

To ensure that safety, security and knowledge, experience, and lessons learned are made visible and available, through links between Arab RB, To enable and support interaction and collaboration between competent people and organizations relevant to nuclear regulation. Therefore, The Arab Network of Nuclear Regulators (ANNuR) has been established January 2010

  7. COOPERATION WITH EU • EU representatives participate at all ANNuR meetings • EU supported a training course on Legal & Regulatory Frameworks and Basic Safety Requirements for NPP, • April 2013, Hammamet, Tunisia.

ANNuR STRATEGIC PLAN 2016-2020 • THE STRATEGIC OBJECTIVES • To provide a platform for fostering regional cooperation in the area of regulatory infrastructure. • To provide the platform for the exchange of expertise, information and experience. • To provide opportunity for mutual support and coordination of regional initiatives. • To provide basis for the establishment of a regional and national capacity building framework.

ANNuR STRATEGIC PLAN 2016-2020 • THE ACTION PLAN • 1Establishment and/or development of a national regulatory body in all Arab countries with high level of competencies and capabilities in line with the IAEA safety standards. • 2. Harmonization of the national plans for emergency preparedness and response in line with international requirements and formation of an emergency response network to facilitate exchange of information and sharing of experience

ANNuR STRATEGIC PLAN 2016-2020 • THE ACTION PLAN • 3.Enhancing the capability of Member States to build and maintain competence in management of radioactive sources and waste in line with the IAEA safety standards and security guidance. • 4. Ensuring safe and secure utilization of research reactors • 5. Establishment of an efficient and effective network of human resources and a cyber-community to ensure sustainable regional cooperation and to align national strategies for capacity building with IAEA safety standards and security guidance

Future Needs in the present Training and Tutoring Catalogue • - Regional workshop on the development of safety regulations • - Training course/workshop on licensing of nuclear installations and conduct of regulatory review and assessment • - Workshop on regulatory control of radioactive sources • - Workshop on transport of nuclear materials • - Workshop on competence management for regulatory authorities • - Workshop on safety and security interface • - Workshop on emergency planning and preparedness INSC coordination meeting on T&T

Future Needs NOT in the present Training and Tutoring Catalogue • Proposal for a regional project • Duration: Three years • Title: Safety concerns /strengthening of ANNuR • Objective: To develop a safety directive for the Arab region in a harmonized manner with the EC directive • Output: Model regulations for licensing of nuclear installations, emergency preparedness and waste management • Outcome: Better trained, more competent ANNuR staff and appropriate documentations produced INSC coordination meeting on T&T

  15. LessonsLearned: GoodPractices. The practical exercises made the workshop more attractiveandraised interest in the participantswhich made a significant contributionto the success of the workshop, through: - Betterunderstanding of the topics covered - Increasedinteractionamong the participants - Increasedsocialandnetworking relations

  16. FinalRemarks/ Conclusion While ANNuR acknowledges the ongoing support of the EU with great thanks, it considers that the level of cooperation has not reached the expected level of support needed by its member states in view to strengthen nuclear safety and security in the Arab region that is intimately linked to the European continent.
