Coordinating ministries and responsible institutions • Ministry of Environment and Spatial Planning (coordination) • - Environmental Agency of the Republic of Slovenia – data acquisition, data analysis • - Institute for Water of the Republic of Slovenia – water legislation, water policy, assessment of the state of the water bodies (surface waters and see) • - Geological Survey of Slovenia –groundwater. • Ministry of Agriculture, Forestry and Food • - Directorate for Agriculture – Mitigation of droughts (subsidies),irrigation projects. • Ministry of Economy • - Directorate for the Energy – hydropower plants. • Ministry of Health • - Health Inspectorate of the Republic of Slovenia – monitoring of the drinking water. Recent legislation and reforms • Slovenian Water Act (2002) – implementation of European water legislation (WFD) in Slovenia. • Slovenian Water Act laid down the institutional frameworkfor the Institute for Water of the Republic of Slovenia which is specialized for water and related land management. • The mission of the Institute is to integrate the water management principles posed in WFD to Slovenian water resource management. Main water resources management issues • Water quality issues: Bad quality of groundwater in NE Slovenia used for water supply (exceeded concentrations of nitrates and pesticides). • Torrent control: Mitigation of the damage caused by torrents in September 2007 (approximately 200 million €). • Increased production of energy from renewable sources: Building of the chain of hydropower plants on lower Sava River (5 new hydropower plants until 2018). • Water shortage issues: Arrangement of the water supply to the water deficitary Slovenian coastal region (possible new water source: reka River, new reservoir Suhorka). River Basin Management Actions • International Sava River Basin Commision (ISRBC) (http://www.savacommission.org) • Mission: • - Establishment of an international navigation regime on the Sava River and its navigable tributaries. • - Establishment of the sustainable water management. • - Undertaking of measures to prevent / limit hazards (floods, ice, droughts, pollution). • International Commission for the Protection of the Danube River (ICPDR) (http://www.icpdr.org/) • Goals: • - Safeguarding the Danube’s Water resources for future generation. • - Naturally balanced waters free from excess nutrients. • - No more risk from toxic chemicals. • - Healthy and sustainable river systems. • - Damage-free floods. Recent Water Resource Management Actions • Joint Statement for Protection of Adriatic Coast (signed in June 2008) • - Signed by all coastal countries. • - Political basis for future planning of the Adriatic coastal region protection measures. • - Legislative basis: EU Marine Strategy .
