  6. UAE Nuclear Safeguards are acting in accordance with the following international agreements with the IAEA: • Nuclear Non Proliferation Treaty NPT, ratified 1995. • UAE IAEA Comprehensive Safeguards Agreement ratified 2003 • Additional Protocol to the CSA agreement ratified December 2010.

Important Definitions for Safeguards: 1- Facility: [any location where Nuclear Material in amounts greater than one Effective Kilogram is customarily used.] 2-LOF or Locations Outside Facilities: [Any installation or location, which is not a Facility, where Nuclear Material is customarily used in amounts of one Effective Kilogram or less] FANR-REG-10

Followed; Important Definitions: 3- SSAC or State System of Accounting for and Control of Nuclear Material: [A system of accounting for and control of all Nuclear Material subject to safeguards under the Safeguards Agreement, which is established and maintained by the Authority at the State level] FANR-REG-10

Followed; Important Definitions: 4- MBA or Material Balance Area: [An area in or outside a Facility such that: The quantity of NM in each transfer into or out of each MBA can be determined; and The Physical Inventory of NM in each MBA can be determined when necessary, in accordance with specified procedures. What LOFs have to do? • Apply for FANR License for conducting any activity using Nuclear Material, application must provide information on: • NM Category: DU, Th232, others as defined. • Form: e.g. metal, solution or powder • Quantity: in g or Kg • Intended use: shielding, calibration or in labs. • LOF name: Company or authority name • Name and address of responsible person.

  14. Followed, What LOFs have to do? • Applicants shall provide the Authority their System for Nuclear Material Accountancy and Control; which include: • Name, address and Qualification of the responsible persons on this System. • Procedures for NM Physical Inventory Taking PIT. • Description of the Reports that will be submitted to FANR, and • Records that are maintained, kept and available for the inspection at any time in the LOFs

  15. Reports required be submitted to the Authority by the Licensee: • Inventory Change report ICR to be submitted: • Within 5 days of the receipt, or any other changes in the quantity of, Nuclear Material. • No later than the close of the business the next working day after the shipment of Nuclear Material. • Physical Inventory Listing PIL • Within 10 days of the start of the Physical Inventory Taking PIT which shall be performed by the licensee at regular intervals specified by the Authority in writing (usually 12 months). • Special Reports • A Written Report in English shall be submitted within five (5) days after the event of loss of NM. Article 12 FANR REG 10

Nuclear Material Accountancy System: Accounting Records • Any records to be maintained, kept and be available for the inspection at any time in the LOFs • Review of records to verify the reports received • Separate record for each material Category. • Inventory Change Record should show: • The date the of the change. • The originating LOF or MBA (for increase or positive IC e.g. import or purchasing) • The receiving LOF or MBA (for decrease or negative IC e.g. export or selling) • Art 11 FANR REG-10

  17. Obligation of the Additional Protocol • UAE shall provide the Agency with a general description of each building on each LOF, including its use and , if not apparent from the description, its contents. The description shall include a map of the LOF. • Additional information related to export & import of Nuclear Material • IAEA Complementary Access for UAE LOF’s

  18. IAEA Complementary Access to UAE LOFs • In accordance with the obligation of the AP: • The IAEA is Authorized to have Complementary Access to all LOFs for inspection and verification of declared information. • The IAEA will not only verify the location where Nuclear Material is customarily used, but also any other building on the licensee site. • Prior to an IAEA inspection, the Licensee or LOF shall provide FANR with All information on the health and safety procedures the IAEA shall comply with during such inspection. • At the request of FANR, samples of NM or other items as requested by the IAEA and notified to LOF by FANR.

  19. IAEA Inspection (Complementary Access) • Inspection notice • FANR will be notified 24 Hrs. in advance. • FANR will notify the licensee ASAP of the: inspectors names, inspection time & date • Inspection Activities: IAEA inspectors will: • be accompanied by FANR safeguards staff • introduce themselves and the activities that they will carry during the inspection • inspect the declared building in the LOF. • ask Licensee permission for taking some photos. • send Inspection Report to FANR. • IAEA Inspectors are authorized to inspect un-declared buildings in LOFs based on 2 Hrs. notice.

  20. Important notes for IAEA inspection • I • IAEA Inspectors will identify themselves by their UN passports • Any delay or obstructions will not be tolerated ( Based on the Privileges and Immunities Convention of IAEA Inspectors) • Licensee should show complete transparency • IAEA Inspectors compares supplier’s declaration to receiver’s declaration

  21. Summary • Safeguards are concerned with nuclear materials and associated technology and equipment. • The Nuclear Material Holder, exporter or importer need to report to FANR. • IAEA Complementary Access is expected to be carried out for UAE LOF soon. • Compliance of the Safeguards requirement is mandatory by the Law.
