Strategic objectives • NRF’s 2016 AGM godkjentestrategien (forrige slide) • The strategy sets the ambitious objective of 25 youth teams by 2020 • Youth means 13 to 19 year old, boys and girls • Combined rugby union, league and wheelchair • Ungdomsutvalg ("UU") has defined two intermediate objectives • Boys: Player pool of 50 U18 by end 2017, enabling U18 national VII team in 2018 • Girls: Player pool of 50 U18 by end 2018, enabling U18 national VII team in 2019 • Phasing recognises reality that there are currently more active boys than girls • The goals reflect NRF’s belief that: • Youth rugby is key to developing Norwegian rugby • A “step-change” in youth rugby is required • Union & league are more likely to succeed by working together • It was decided to focus on “youth”, rather than “mini” up to 12 year old, in order to provide senior players within reasonable timeframe • NRF will not stand in the way of initiatives with younger players, but “youth” is the focus for NRF’s efforts

3. Youth rugby developmentplan • To meet the objectives, a three year planhasbeen established to achieve a “step-change” in youth rugby • This "Youth Strategic Plan" is described in this document • The plan has been developed by NRF's Vice President in consultation with many of those who are currently working on developing rugby in their cubs and regions • It was discussed at NRF's "kompetansehelg" in Jan. 2017 • The plan has been supported by NRF's Board • Responsibility for implementation will be with NRF’s “Ungdomsutvalg”

4. What is the key to development of youth (13-19 yrs) rugby in Norway?

Why? • Several examples in Rugby Norway of youth teams that have lost motivation, as it’s only ever training • Individual volunteers in Rugby Norway have done a fantastic job building up a youth team … only to find out it’s not enough … they need opposition • And travelling to play requires (another) huge effort for the volunteer and money (NOK 10 to 20,000 per trip)

How? – Copy success • Bergen area is the stand-out for youth rugby in Norway, with two different approaches: • Sandviken rugby • Successfully developed school based youth teams (boys & girls) • Videregåendeskole • Led by Trude Olsen, Norwegian international player and teacher at Sandvikenskole • Bergen area/Hordland rugby • Full-time (paid) coordinator, Karl Frisch • Primarily through “idrettskrets” and “idrettsråd” funding • Large number of youth introduced to rugby through school visits • Very popular in schools • Transfer to clubs is the key challenge – as Hordaland recognise themselves • Games, games, games • Sandviken boys and Bergen have been able to play against each other • More development needed for girls

10. How? – Planned activities • Rugby activities • Teams from schools in “skoleprosjekt” and clubs • Teams train separately and have own name, so that they feel they are playing against another club • Rugby festivals in each region: Oslo/Horten, Hordland & Rogaland to start • One national festival that all Norwegian junior teams aim to attend, invite clubs from Sweden/Denmark • NRF support activities (UU = Ungdomsutvalg) • Recruit regional committees (Oslo/Horten, Rogaland), clarify roles with respect to Hordaland • Admin: Simplify setting up & running a club (prepare template AGM minutes, etc.) • Consider one “umbrella club” per region for administration • Central resource for marketing material, etc. • Referees • By 2018 need sufficient level 1 referees in each region • For 2017, open up for “less trained” referees, which means that NRF must have defined minimum requirements for a new level • Must include safety aspects • Minimise participation cost • Cheaper player licence for youth

11. How? – the specifics • First focus on 3 regions, then roll-out • Establish Regional Committees ("RCs"), with national coordination via Undomsutvalg ("UU“) • RCs: • Develop teams from schools projects as well as existing clubs • Develop funding base to employ a Regional Development Officer ("RDO"), min. 50% position • NRF to part-finance • Hordaland already have an RDO (Karl Frisch) • UU: • Coordination/cross-learning • Central resource center to enable sharing of documents, etc Further details on following slides

How? – the structure • Focus on two new regions (Greater Oslo, Rogaland) in year 1, roll-out in year 2+ • Initial regions have an existing junior team connected with a club – Sagenes in Oslo, SRK in Rogaland • Identify a regional committee (RC) of volunteers (male & female) in each location • NRF’s ungdomsutvalg (UU) to support RCs • Communication/coordination between RCs • Funding; training; referees; club administration • Initial tasks for RC: • Either, identify 2 teachers that will include rugby as a ‘valgfag’ from Aug. 2017 • Consider international schools – easier to get interest? • Or, (if no teacher interested), rugby volunteers to work with school based player group to develop teams (boys & girls) in the school • Identify non-NRF funding sources, to enable paid regional development officer • Learn from Bergen/Hordaland’s access to commune/fylke funding • Combine with touch (Bedriftsidrett) &/or rullestol to enable full-time role?
