ManMed18 & System Timeline • 1989 - 1990 – Sharp increase in number of members separated from the service with disability severance pay pursuant to the decision of a medical board • Sept 10, 1993 – MANMED18 Change 108, MBTS used • 1999 – MBTA, developed and maintained by KEANE • Nov 2001 – MAXIMUS awarded DB Admin /Help Desk • Sept 2002 - MBTA Application Maintenance; MedBOLTT development began • Mar 2003 – preview of new MedBOLTT • October 2003 – MedBOLTT UAT • Feb 2004 – MedBOLTT Global Training • October 2004 – MBTA turned off due to security concerns • November 2004 – MedBOLTT v1 release & IATO • Jan 10, 2005 – MANMED18 Change 120 • Sept 2005 – Anteon awarded the MedBOLTT sustainment contract

  4. User Roles • System Administrator • Corporate • Supervisor • Case Manager - Case Managers with collateral PEBLO duties should obtain a Case Manager certificate • Physical Evaluation Liaison Officers (PEBLOs)

Permissions – Supervisor • User Management • Receive, review, grant, deny, or revoke Case Manager & PEBLO user account requests • Monitor user system (in-) activity • Create MEB cases • View any case managed by any MTF, down to the member level • Edit any case managed by their MTF • Case Management • Assign / reassign cases to Case Managers under their supervision • Close, delete, or transfer cases managed by their MTF • View reminders specific to that Supervisor • View canned reports specific to the Supervisor role • Perform ad hoc reports on cases managed by their MTF

Supervisor Reports • System Forms (blank or populated from Support Documents tab) • Access canned reports • Case Listing (MTF, Board date, member name/SSN, disposition, case status) • User Assigned Case Listing • Case Disposition Listing (# of cases by user and disposition) • Case Processing Time (note “ongoing action” and “action complete” filters) • CA Signatures to Final Action • CA Signatures to Date Mailed • Board Date to CA Signatures • Board Date to Date Mailed • Board Date to Accepted by PEB • Board Date to Final Action • Date Transcribed to Transcription Received • Case Action History

Permissions – PEBLO • Edit any PEB findings case data assigned to that PEBLO • View any case managed by any MTF, down to the member level • View reminders specific to the PEBLO’s assigned cases – some reminders may require case reassignment to a Case Manager for completion • View canned reports specific to the PEBLO role

Future System Improvements • Common Access Card Interface • Additional Users – Unit Commanders, TYCOM, Regional Coordinators • Give PEBLO’s access the Temporary Disability Retirement List (TDRL) table • Give supervisors and case managers the ability to skip over fields within documents • Record last clinical visit to MTF (member check in chit-list)

MedBOLTT Security • Access Control • Controls limiting access to health information to those with need-to-know and authorization • Auto logoff after periods of inactivity • Audit Controls • System mechanisms that record and monitor activity • Data Authentication • Ensure that data is not altered, destroyed or inappropriately processed • Encrypted during transmission • User Authentication • Public Key Infrastructure (PKI) Digital Certificates

  11. PKI Digital Certificate Issued To LT Darla Howell HIPAA Privacy Act #459-80002498-12 PKI Digital Certificates • Allows you access to MedBOLTT • An auditable trail for data that you enter and alter within MedBOLTT

  12. PKI Digital Certificates System Administrators & Supervisors will: -Know the person to whom they issue the certificate -Ensure that person needs a certificate -Revoke certificates that are no longer required

  13. Audit Trails • Each case tab displays user/date/time of last modification • Case Action History reports full transaction history for a case
