PDG B-5 Overview • Goal is to strengthen early childhood system alignment, coordination, efficiency and best practices that will benefit the health and development of young children in Kentucky • Kentucky Governor’s Office of Early Childhood was awarded $10,620,000 • One-year grant operating from Dec 31, 2018 – Dec 30, 2019 • Opportunity for renewal funding - competitive application process for states to apply for three additional years of funding Preschool Development Grant - Birth through Five (PDG B-5)

Vision Statement • The purpose of Kentucky’s Preschool Development Grant is to strengthen its comprehensive early childhood system, to support all young children and their caregivers but especially highly vulnerable children and children in rural or limited accessibility areas of the state. • Kentucky will build on its existing partnerships to leverage resources across programs and agencies, to build capacity of state and local leaders and programs, enhance outreach to families, and to ensure all children receive timely, effective, and high quality services that are responsive to their needs. PDG B-5 Expected Outcomes Year One • Needs Assessment and Strategic Plan inform work plans for the state; • State leaders develop capacity for conceptualizing early childhood systems and using implementation science to enhance partnerships and services; • State leaders use fiscal mapping to inform and improve state plans for leveraging resources across partners and programs; • Parents are aware of, connected to, and engaged with helpful resources; • Parents maximize their choices within Kentucky’s mixed delivery system; and • Caregivers and teachers provide high quality and responsive services to children and especially highly vulnerable children, or children typically considered under-served.   12. Collaboration is Key The success of the PDG B-5 relies on the collaboration, communication and coordination of all partner agencies. Roles and responsibilities include: • Committees and Work groups • Data requests • Deliverables • Communications and Reporting Preschool Development Grant - Birth through Five (PDG B-5)

  15. Committees and Work groups Partner agency staff will be asked to participate in Early Childhood Advisory Subcommittees and work groups for all five grant activities to provide guidance, analysis, review and recommendations. Preschool Development Grant - Birth through Five (PDG B-5)

Data Requests Partner agencies will be involved in the needs assessment and strategic planning which may involve: • Data requests • Dissemination of data collection tools such as surveys • Focus groups – local communities will be asked to partner in gathering input from parents and community stakeholders Preschool Development Grant - Birth through Five (PDG B-5)

Communications and Reporting • Communications messaging and materials will be developed and partner agencies will assist with dissemination. • Partner agencies that receive grant funding will complete timely fiscal and programmatic reporting and communications per federal and state requirements. • More information will be provided as it is received from the Administration for Children and Families. Budget Reporting & Requirements • All partner agencies will be required to sign a Memorandum of Agreement (MOA) with the KYGOEC • Quarterly Financial Reporting Deadlines – April 30, July 30, October 30, 2019; and January 30, 2020  • Current and new contracts can be ratified back to the first day that agencies began work on PDG  • Grant period is Dec 31, 2018 - Dec 30, 2019  • Federal project officer is seeking guidance on funds expended thus far on PDG    Preschool Development Grant - Birth through Five (PDG B-5)

  19. Budget Amendment Update • Budget amendment was sent for approval on January 17 • Final budget will be sent to partner agencies once the amendment is approved by federal project officers  • $15m application, with a $10.62m award - all changes were made were to scale back grant activities, and none were cut  • Partner agency budgets and asks were kept in full, and only KYGOEC monies were scaled back  • The award amount also means less matching dollars required, KYGOEC match stayed the same, while other agency match amounts were lessened Preschool Development Grant - Birth through Five (PDG B-5)
