BUDGET HEADLINES • Based on January 2009 Pupil Census. • 2009/10 funding will be based on the new Activity Led Funding Formula (ALF) with transitional funding support where applicable. • 2009/10 Budget will be issued by Schools Finance on 6th March 2009. • Schools will then be required to submit their detailed Budget Proposal form to Schools Finance by 1st May 2009. • Energy costs forecast to increase by 100% next year!

  8. SCHOOL WORKFORCE CENSUS Autumn Census 2008: • 148 schools taking part. • Census day is Thursday 2 Oct 08. Spring Census 2009: • All schools to take part. • Return will collect staff details, contract and vacancy data plus absence data for period 1 Sep – 31 Dec 08. BENCHMARKING • Section 52 Budget (planned expenditure): • 2007-08, 2006-07, 2005-06 LA level data available including school balances, DSG etc. • 2008-09 now also available. • Individual Schools Benchmarking – against reported spend: • Currently 2006-07 data available. • 2007-08 should be available in October. • Now includes individual school names on charts.

UPDATES TO THE FINANCIAL MANAGEMENT HANDBOOK • All sections have now been reviewed and revised as necessary. • All revised information is highlighted. • New PDF format for most sections includes index links (bookmarks) and search facility. • Main changes are: • Internal Control Section – major rewrite to include Governor responsibilities and other control measures, many of which are aspects of FMSiS. • New Section added which covers Year End Procedures. • Note – OPEN procedures not yet included.

VALUE FOR MONEY (VFM) New DCSF VFM website: http://www.standards.dcsf.gov.uk/vfm/ DCSF are also offering all schools one day of free tailored practical advice on value for money from consultants who have education and financial expertise. The visit will look at: • Wider school workforce. • Leadership. • Strategic management. • Collaboration and partnership. • Challenge and Governance. • Procurement performance. OPEN E-PROCUREMENT • Initial tranche of training to 30 pilot schools in Northants completed in September. • NCC Procurement are assessing local suppliers who are currently being used and will be inviting them to come onto OPEN. • National suppliers such as ESPO will already on OPEN and will be available to use when we go live. • Pilot schools will use OPEN until Jan 09 after which further schools will be invited to training on a roll-out basis. • Northants Procurement Partner will be appointed soon who will visit schools to offer support on using OPEN and procurement advice.

OPEN E-PROCUREMENT Benefits: • Web based – very secure. • Similar to commercial shopping websites. • SBM/Bursar has full control over who submits orders. • Ability to compare prices across suppliers. • Ability to get on line quotes – all done electronically. • Wider list of suppliers including national. • DCSF vetted suppliers – no need to obtain quotes for ordering high value goods – companies already meet Best Value criteria. • Orders placed on OPEN automatically placed on FMS. • OPEN is free for 3 years to both schools and suppliers. • Dedicated OPEN Helpdesk.

FMSiS AND AUDITS FMSiS: • Currently 60 schools in Northants have submitted a full self-assessment – a further 50 schools have submitted what they have done so far and have a plan in place. • Last tranche begin their work now aiming towards meeting the Standard by 31 Mar 10. • Termly support sessions available – bookable online via Schools Finance website. COMMON ISSUES SO FAR: • Scheme of Delegation and Statement of Internal Control not completed correctly or available on request. • 3 Year Plans and Budgets not completed. AUDITS: • Most recent Thematic Audits (for primaries etc) covered Personnel and Payroll – reports on Schools Finance website.

  20. Main points: School Pay Policy to be reviewed annually and agreed by Governors. Staff should be made aware of NCC whistle-blowing policy. Take a copy of all relevant qualifications at time of appointment. Retain evidence that List 99 checks have been done and clearance confirmed by HR. Secure storage of payroll info including MTD reports. Thorough checks of individual providing services to check their employment status. Review Panel for changes in HT salaries. Clear audit trail for supply teacher system. All payments for new starters to be thoroughly checked. All payroll reports presented to Headteacher. THEMATIC AUDIT – PERSONNEL & PAYROLL

PAY & BENEFITS TIMETABLE: • 1st joint negotiation took place on 8 Aug 08 with further meetings planned up to October. • Quality assurance process underway – checking job evaluation scores against benchmark jobs. • Full check of all employee data. • Trade unions will consult with their members in Dec 08. • New pay and grading arrangements begin Jan 09. CARRY FORWARD FOR 2008/09: • OB01 – Opening Pupil Focussed Revenue Balances. • OB02 – Opening Community Focussed Revenue Balances. • OB03 – Opening Capital Balances. CODING ERRORS FROM 2007/08: • Negative on Expenditure Codes. • Positive on Income Codes.

  23. SALARY UPDATES • Teachers Pay Award – 2.45%. • Support Staff Pay Award. • Management Points (MA1) – cease on 31 Dec 08. • Updates on Personnel 7. • Unqualified Teachers – New Scales 1 Sep 08. • Threshold Snapshot Forms – deadline is 30 Sep 08.
