  1. Coordination of Studies & Databases IPSAC June 30, 2009 John P. Buechler Executive Regulatory Policy Advisor, NYISO

  2. Overview • Data base development and coordination of analysis is a “bottom-up” process • Beginning with each region’s (ISO/RTO) updates of their own databases & models for use in their regional studies • This information is also provided as inputs to various inter-regional planning processes • FERC/DOE • NERC • NPCC/RFC • Northeastern Planning Protocol

  3. RegionalDatabases & Models • Load Forecast Updates • Key Input to all planning models • Resource Requirements/Reserve Margin • Base Case Resources • Supply • Transmission • Demand Response • Models • Load flow (PSS/E) • Resource Adequacy (MARS) • Production Cost (MAPS, PROMOD, Grid View, IREMM) • Stability (PSS/E) • Short Circuit (ASPEN, PTI)

  4. Regional Studies* • Resource Adequacy • Reliability Assessments • Economic (Congestion) Analysis • Interconnection Studies • Generation • Merchant Transmission • Requests for Transmission Service • Special Studies • Scenario Analysis • Wind Integration • Environmental *Note:Each ISO/RTO must comply with its own Tariffs & Procedures. Inter-Regional studies leverage the results of these regional analyses.

  5. Inter-Regional Updates • National • FERC Form 715 • EIA Form 411 • DOE Congestion Studies • NERC • ERAG • ERAG – Powerflow and dynamics databases • Other data compiled annually, GADS, TADS • NPCC/RFC • NERC databases coordinated through NERC regional entities through Base Case Development process • Northeastern Protocol • Utilizes above databases as required • Customized for Northeast Regional studies

  6. Technical Coordination • Data base development and coordination is an ongoing process among regions • Studies and scoped and coordinated across regions • Regions share • “Lessons learned” • Best practices • Advances in technology and software
