Background • It was brought to TX SET’s attention that there was a discrepancy between a RMS decision and TX SET Implementation Guide. • In July ’03 RMS approved a market request to comply with the customer protection rule that allowed CRs to cancel a “Drop to AREP”. • Though the decision was made, the guides were not updated to reflect this decision. • The guides have since had a Change Control written and approved by TX SET to add "Drop to AREP" to the list of valid cancellation reasons. • In the interim a process was needed, TX SET made an announcement to the market on 11/5/04 detailing that interim process.

Announcement Effectively immediately, ERCOT is instructed by Texas SET to accept FasTrak issues submitted by CRs to cancel Drop to AREPs for a time period not to exceed the implementation of V2.1, scheduled for the 1005 Market Flight Test, where Change Control 2004-642 will be implemented to update the 814_08 guide to indicate an 814_08 will be used by the CR for canceling a drop to AREP. Any CR already utilizing the 814_08 EDI transaction for this process, or the Disconnect for Non Pay functionality are strongly encouraged to continue doing so.

Announcement ERCOT will complete the FasTrak issue only upon TDSP approval of the cancel, per the FasTrak guide Section 3.10a that states: 3.10a CR Initiated Manual Cancellations • CRs can only request cancellation of their own service orders. ERCOT will reject a CR request for cancellation of another CR’s service order. • All CR initiated manual cancellations of service orders require TDSP approval. • The CR must obtain this approval either by having TDSP update the issue or providing a copy of the email approval uploaded to the FasTrak issue from the TDSP authorizing cancellation. • TDSP must be made the monitoring party of FasTrak issue. • ERCOT will reject CR requested cancellation requests on completed orders. ERCOT will not reject CR requested cancellation requests for pending orders.

  5. Announcement TDSPs will receive an 814_08 cancel from ERCOT with an MAN code that, according to the Solution to Stacking Rule 26, cannot be rejected. For those Drop to AREP orders that have already completed, CRs will follow the process for submitting an Inadvertent FasTrak issue.
