Federal Direction • Rio de Janeiro, Kyoto, Johannesburg • Reinforced by Speech From the Throne and current budget • Goal to reduce the environmental footprint in government operations • Must develop innovative cost-effective strategies to enable us to work within available funding • Government must lead by example • Inter-departmental committee to ensure a coordinated federal approach to SD in government operations

  3. Priorities of Inter-Departmental Committee 14 departments represented: • Environmental Management Systems • Green Procurement • Green Citizenship • SDGO Guidance • Sustainable Real Property

  4. Priorities of Sustainable Real Property Group • Policy framework which will apply to all custodian departments • Evaluation tools • Standards, processes, best practices, etc. to support staff in applying policy • Performance measurement tools

Real Property Categories • In the federal context, the breadth of Real Property includes: • Leasing: short and long term, lease purchase • Major Projects: new buildings, mid-life recapitalization • Existing Building: O&M, fit-ups, re-commissioning • Engineering Assets: roads, bridges, dams • Sustainable Communities

Proposed Approach • To relate targets to performance in categories of Real Property • ‘Stretch’ targets • For each category • Options, including cost benefit analysis • Other impacts both social and economic • Demonstrate leadership • Preliminary ‘indicative’ targets by June 03; final by Fall ’03 • Aggressive and progressive • Extensive consultations

Sustainable Communities • Land Use Management • appropriate fit to use • Impact on communities • Acquisition of Sites and Buildings • Remediate or manage environmental liabilities • Reduce impact on municipal infrastructure (e.g. water management) • Support and promote sustainable planning • Disposal • Environmental liabilities mitigated or remediated • Where possible, building is reused, or materials are re-cycled in an environmentally sustainable manner • Planning and Design Standards Planning with community’s needs in mind Design excellence

Sustainable Communities • Contaminated sites • Contaminated Sites Assessment Initiative • Assessment, remediation plan • Community Based Investment Strategies • Examines Departments investment impact on the community • Economic, societal, environmental • Leasing/Lease Purchase • All of the above initiatives are applicable to Crown owned and Leased property
