  1. The Accelerated Data Program ( ADP )The International Household Survey Network ( IHSN )PARIS21 Steering CommitteeParis, 5 November 2008

  2. IHSN: progress and plans Progress • Further development of our microdata management tools • Microdata Management Toolkit • NATIONAL DATA ARCHIVE application • Microdata anonymization tools (initiated) • + documentation and dissemination guidelines (preservation of digital materials) • Development of the IHSN Question Bank • Maintenance of the IHSN survey catalog • WFP new IHSN member • IHSN evaluated as part of MAPS Plans for next months • Microdata anonymization tools and guidelines • Question Bank • Survey quality assessment framework

  3. ADP: progress and plans Progress • Demand for ADP Task 1 is still growing. • ADP Task 2 (harmonization and improvement of survey methods and programs) is being implemented in Cameroon, Mali and Nigeria. • ADP Task 3 (support to data collection) is limited. • ADP evaluated as part of MAPS Plans for next months • Expand Task 1 • Continue piloting Task 2 in 5-6 countries • Continue (limited) Task 3

  4. Improving survey quality and data harmonization • Documenting helps harmonizing • Documenting helps identifying data gaps • ADP Task 2: assessing and improving quality of survey data • Mid term proposed solution: international / national question banks (XML repository of re-usable survey metadata)

  5. ADP implementation: pilot Countries Africa • Burkina Faso, Cameroon, Ethiopia, The Gambia, Ghana, Guinea *, Kenya, Liberia, Mali, Mauritania *, Mozambique, Niger, Nigeria, Senegal, Tanzania, Tunisia, Uganda (+ Botswana, Lesotho, Namibia and Swaziland [TFSCB]) Asia • Bangladesh, Fiji, Indonesia, Lao PDR, Mongolia, Philippines, Sri Lanka, Thailand, Vietnam Central and South America • Argentina, Bolivia, Costa Rica, Dominica, Guatemala, Haiti*, Honduras, Mexico, Peru, Uruguay Middle East • Yemen*

  6. ADP country Expected ADP in 2009 By partners Use of IHSN Tools in the world

  7. Improving microdata management ‘Known surveys’ are Best Estimates Available Surveys, status

  8. Improving microdata management ‘Known surveys’ are Best Estimates Available Surveys, status 120

  9. Improving microdata management ‘Known surveys’ are Best Estimates Available Surveys, status 120

  10. ADP Country Presentations • Ethiopia: AtoYakobMudesir Central Statistics Agency Changing the culture: Ethiopia’s commitment to dissemination and the multi-media approach • Sri Lanka: Mr. SAS Bandulesana Department of Census and Statistics Strengthening the CSO: Developing a Central Survey Catalogue • Argentina: Ms. Ana Sofia RojoBrizuela Ministry of Labor Strengthening the National Statistical System Developing an Archive for Labor Statistics • Cameroon: Mr. Joseph TEDOU National Institute of Statistics ADP Task 2: fostering survey harmonization, improving data quality

  11. Looking Forward: Tools and guidelines for 2009 • Microdata Management Toolkit: Building on success • Dissemination Policy Guidelines: • Anonymization tools: Preserving Confidentiality • Comprehensive protocol in metadata preservation • Guidelines on improving: • Data Processing • Data Analysis • Data Quality • Survey Methodology • Release of the Survey Quality Assessment Framework • Release of a beta version of the Question Bank Application

  12. Microdata Management Toolkit • Software + guidelines + training materials • For data documentation: DDI Metadata Editor

  13. Dissemination Policy Guidelines • Access policies and procedures are crucial to protect data • IHSN “Policy Guidelines & Recommendations”: • Why / how / when / to whom should microdata be disseminated? • Practical guidelines with suggested access agreement forms, etc. • To be adapted to country specificities

  14. Microdata Management Toolkit • For data dissemination: open-source tools CDROM and Web-Builder Web cataloguing system

  15. Anonymization Tools • By a Task Force; building on existing work • Not an integrated software. • Using power of statistical packages for processing complex algorithms • A collection of specialized tools for: • Measuring the risk • Reducing the risk • Assessing the information loss • Intelligent system • To generate anonymized subsets on-demand

  16. National Data Archives Over 125 survey metadata in DDI available in NAData Archive in 2008

  17. Guidelines & Best Practics • Guidelines on improving: • Data Processing • Data Analysis • Data Quality • Survey Methodology • Protocols for the long-term preservation of statistical data and metadata • Not only survey microdata but: administrative data, census maps, master samples, registers and time series data

  18. Guidelines & Best Practics • Survey Quality Assessment Framework • Survey Manager’s guidelines and checklist for process control from: budgeting to archiving • Assuring quality through process standardization • Question Bank Application: Mark McConaghy
