Process Used to Develop the WSP Implementation Plan October 2016 – February 2017 Setting up the process Spring-Summer 2017 Developing a draft implementation plan Fall 2017 – Spring 2018 Consulting on a draft implementation plan and finalizing the document based on input 2018 onward Annual and 5 year Reporting; 3 year update with Fisheries Act activities

What we heard in developing the Plan • Don’t mess with policy • Build trust and strengthen relationships/process • Strengthen guidance tools and support to local level • Clearer depiction of governance • Unique context in Yukon • Desire for better access to data and tools • Request for further information on topics including aquaculture, SEP, Fisheries Act, SARA, Steelhead, habitat, red CUs

Wild Salmon Policy 2018-2022 Implementation Plan (the Plan) • Coordinated DFO action plan that describes how DFO will use its scientific and management expertise to meet its responsibilities for the conservation of wild Pacific salmon over the next 5 years • Builds on 13 years of WSP work to protect and restore wild Pacific salmon populations • Sets out 48 targeted activities, timelines, and reporting accountabilities to support the WSP goal, including common guidance and standardized methods

  8. Jurisdictions and regulatory frameworks related to the management of Pacific salmon and salmon habitat are complex. Healthy Pacific salmon populations in the future depend on work being done by First Nations, federal and provincial agencies, fishing and stewardship organizations, ENGOs and communities across BC and Yukon. Moving forward together

DFO’s Commitment to Assessment Strategy 1: Standardized Monitoring of Wild Salmon Status • 10 activities including these priorities to 2022: • Implement prioritization method for assessing and monitoring CUs or groups of CUs • Modify or develop metrics and document new status assessment methods • Consolidate and improve documentation of standards for internal and external monitoring programs and improve data sharing through open data portal

DFO’s Commitment to AssessmentStrategies 2 &3: Assessment of Habitat Status & Inclusion of Ecosystem Values & Monitoring • 14 activities including these priorities to 2022 • Identify a set of core environmental indicators associated with ecosystems • Complete on the Risk Assessment Method for Salmon (RAMS) • Deliver the State of the Salmon Program to track and understand salmon trends • Work with the Pacific Salmon Foundation on the Pacific Salmon Explorer

Maintaining and rebuilding:salmon and habitat • Commitment to integrated planning at MU scale with CU scale information as part of the plan • Uses available inputs to make decisions for action • Rebuilding efforts include • restoration • harvesting levels and approaches • enhancement • Protection/SARA at play in some cases • Sometimes broader than 2005 Policy – e.g. precautionary approach to aquaculture; Chinook protection for SRKW

DFO Commitment to Maintaining & Rebuilding Strategy 4: Integrated Strategic Planning • 16 activities including these priorities to 2022 • Develop an initial set of long-term strategic plans (rebuilding) for prioritized Red CUs/MUs • Complete recovery potential assessments for the Committee on the Status of Endangered Wildlife in Canada • (COSEWIC) assessed salmon species/stocks, and begin SARA Recovery Strategies, Action Plans and Management Plans for SARA listed species • Investigate new research tools to diagnose and study disease and other conditions affecting wild salmon • Continue to inform, develop, and implement sustainable aquaculture measures to mitigate impacts to wild salmon

DFO Commitment to Maintaining & Rebuilding Strategy 5: Annual Program Delivery • 5 activities including these priorities to 2022 • Continue to assess the status of salmon populations • Continue to plan and conduct annual fisheries through Integrated Fisheries Management Plans • Continue to encourage and support partners (First Nations, community partners and other stakeholders) in habitat management through DFO programming and the Province of BC and Yukon Territory • Continue to plan and implement annual salmon enhancement

Accountability • Focus on how we integrate our work within DFO and with others • Internal governance structures such as the Strategic Salmon Director’s Committee and the WSP Committee • External governance structures such as collaborating with BC and Indigenous groups and governments • Focus on public reporting and transparency • Annual Reporting • Adding in commitments from new programming, including potential Fisheries Act programming • 5 year review
