  3. What is the SCSEP State Plan? State Plan means a plan that the Governor of a State must submit to the U. S. Department of Labor (DOL), Secretary of Labor, that outlines a four-year strategy, and describes the planning and implementation process, for the statewide provision of community service employment and other authorized activities for eligible individuals under SCSEP.

The State Plan • Describes the planning and implementation process for SCSEP services in the State, taking equitable distribution into account and the employment opportunities within the State. • Is intended to foster coordination among the SCSEP National Grantees, sub-recipients (Area Agency on Aging and their contractor’s), and other stakeholders to accomplish SCSEP goals.

Who Must Participate in Creating the SCSEP State Plan? • Regulations require National SCSEP Grantees operating within the State to participate in the State planning process and coordinate activities with other organizations at the State and local level. • Keeping the SCSEP National Competition in mind, 20 CFR 641.320(a) says any national grantee that does not participate in the State planning process may be deemed ineligible to receive SCSEP funds, with the exception of the National grantees serving American Indians or Pacific Island and Asian Americans.

What is the State’s Role? • To coordinate the development of the State Plan with the National grantees, local sub-recipients, and other stakeholders • To provide the venue for interested parties to develop realistic SCSEP planning goals • To incorporate all regulatory requirements from 20 CFR 641 Sub Part C – State Plan • To produce a draft State Plan and distribute to interested parties for comment • To incorporate suggestions and comments to produce a final copy • To submit a final copy to DOL, Secretary of Labor

Timeline for Completing the SCSEP State Plan • (March)-Training and Employment Guidance Letter (TEGL) providing instructions • (March)- Develop realistic planning objectives at the SCSEP Meeting • (March – April) -Create a draft copy of the State Plan • (May) -Distribute the draft State Plan for comment • (June) -Incorporate suggestions and changes • (June – July) -Create final copy of the State Plan • (July) - Post final copy on CDA website • (July - August) -CDA sign-off of State Plan • (September 15, 2012) -Submit State Plan to DOL, Secretary of Labor

  8. Determining SCSEP State Plan Objectives • All meeting attendees will play an important role in determining State Plan objectives

Today’s State Plan Activity • Teaming attendees by tables, each team is to produce two SCSEP objectives they would like to see in the upcoming State Plan. • Remember, each SCSEP objective has to be realistic and achievable. • Be creative, keep in mind the direction or improvements you would like addressed in the State Plan. • If you would like to review the objectives from the last State Plan, we have made copies available on each table. However, we encourage you to come up with new objectives.

Instructions for Today’s State Plan Activity • We purposely arranged teams to consist of SCSEP National grantees with local projects • During lunch, discuss the kinds of realistic objectives you would like incorporated in the State Plan among your team • Record two objectives your team would like to present on the flip chart paper provided • Choose a spokesperson for your team • Be prepared to do the following: • Explain why your team chose these objectives • How these objectives would help SCSEP in the State • Is it achievable, and if so, how do we implement • Answer clarifying questions from the group

Activity Timeline • During lunch: • Team discussion and decision about State Plan objectives • Afternoon session: • If more time needed, continue discussion with your team • Teams report out on objectives • Discussion of suggested objectives • Consensus on what objectives should be included in the SCSEP State Plan
