Things to think about from Lessons Learned…. • Limited information… • In an austere environment how to ensure complete situational awareness of crisis to include integrating overall logistics effort, receiving, staging, onward movement and integration (RSO&I) of DOD as well as non-DOD assets, equipment and supplies deploying into theater? • In a non-hostile environment with limited operating lines of communication (Haiti earthquake relief efforts where roads and port were partially non-usable) • In a land locked environment as in Nepal earthquake relief efforts. • In a semi hostile environment such as Pakistan flood relief flood efforts where the country is not officially hostile but there is a concern of bumping into Taliban-like hostile operatives • In a decreasing security environment where the security situation is decreasing due to lack of a central government such as in the Somalia relief operations.

Things to think about from Lessons Learned…. • Limited information cont… • In an austere environment how to ensure complete situational awareness of crisis to include integrating overall logistics effort, receiving, staging, onward movement and integration (RSO&I) of DOD as well as non-DOD assets, equipment and supplies deploying into theater? • In a land locked semi-hostile environment where political sensitivities are grave such as trying to avoid an escalation of the situation in Kosovo where Russia and NATO forces deployed into theater were not trusting each other concerning support for the operations • In a nuclear contaminated environment such as the recent Japanese Tsunami relief efforts.

Things to think about from Lessons Learned…. • Limited information cont… • What system will you use to coordinate, collaborate and communicate with DOD forces, international partners and non DOD agencies as well as validate and prioritize their throughput of supplies? • How will use and disseminate the information your contract management cell is doing for your JTF operations?

Things to think about from Lessons Learned…. • Systems usage… • What system(s) will you use to gain visibility • on in-transit visibility in accordance with Chairman of the Joint Chiefs of Staff Manual (CJCSM) 3150.16B, “Joint Operational Planning and Execution System Reporting Structure” (JOPESREP)? • and situational awareness to drive force/resource flow requirements? • What system will you use to promulgate your strategic message? • How will you achieve unity of effort in an international collaborative environment?

Things to think about from Lessons Learned…. • Systems usage… • How will you improve efficiency without sacrificing effectiveness? • How will you gain control of the deployment as speed of response creates chaos? • How will you gain control, address critical information gaps and disseminate information when employing traditional intelligence, surveillance and reconnaissance (ISR) systems, as well as non-traditional tools such as those found on commercial internet sites?
