The importance of working at EU level • Did you know that over 80% of the rules and regulations applied to the boating industry have their origin at EU level? • Since 1998, all recreational craft must comply with the same safety and environmental requirements in Europe • What about other products and sectors? The EESC opinion on nautical industries • The European Economic & Social Committee (EESC) is a consultative body to the EU • The public hearing in October 2012 and the official opinion adopted in February 2013 brought a new light on the issues faced by the sector in Europe • The opinion is available in all EU languages onhttp://www.eesc.europa.eu/?i=portal.en.ccmi-opinions.24258 AEB event – Hanseboot, 31 October 2013

Key findings of the EESC report (1) • The European internal market is still imperfect • Sector was severely hit by the crisis: - 40 to 60% for production46,000 jobs lost in Europe3 to 4.5 billion EUR lost turnover • Changes in the competition worldwide • Inside Europe, nautical tourism is hampered by different national rules • Non-discrimination principle should be applied to the free movement of people & services AEB event – Hanseboot, 31 October 2013

Key findings of the EESC report (2) • All requirements for construction of craft are harmonised in Europe (RCD) • But all the conditions for use are national and different from country to country • Fragmentation of the market, confusion of operators, unfair competition • EESC calls for an Action Plan for the nautical industry at EU level • European Commission announced a Competitiveness Study in 2014 AEB event – Hanseboot, 31 October 2013

Market perspectives for 2014 • 2013 was not a year of recovery, with unequal results within Europe • Exports outside EU to North & South America, Asia, Middle East and Australia helped mitigate the effects of a stagnation inside Europe • It is generally accepted that we have hit the bottom and that market recovery should start in 2014 AEB event – Hanseboot, 31 October 2013

Our trade actions (1) • EU forecasts that over next years, 90% of world demand will be generated outside of the EU • Our sector is no exception! • It became one of our key priorities to support the EU open up more market opportunities for European companies • Since 2012, we became actively involved in EU trade negotiations & regulatory dialogues AEB event – Hanseboot, 31 October 2013

  14. EU bilateral trade & investment agreements • Multilateral talks at WTO are blocked for several years now (Doha round) • EU engages in a bilateral approach:- 29 free trade agreements already in place- 9 on-going negotiations AEB event – Hanseboot, 31 October 2013

Boating industry & trade negotiations • April 2012: EU trade mission to Brazil & Uruguay & inclusion of sector in EU-Mercosur negotiations • July 2013: Inclusion in the Transatlantic Trade & Investment Partnership (TTIP) with USA • Actions for a regulatory dialogue with China and Russia (export procedures, standards & certification, etc.) • Experience & feedback from companies is key!
