NGCS/Domestic Operations Mission “By order of the Governor and at the direction of the The Adjutant General (TAG) the ONG supports civil authorities to execute the laws of the state; suppress insurrection; repel invasion; act in the event of disaster; promote the health, safety and welfare of the citizens of Ohio.”

J3 Domestic Operations • Provides coordination between ONG and state agencies in preparation (exercises/planning) for contingency operations (State Active Duty) via the National Response Framework (NRF) • Provides training, support, and coordination for Liaison Officers (LNOs) prior to State Active Duty. • Assesses and recommends responses to events occurring that impact the State of Ohio and/or ONG units/personnel

How Resources are Requested • Each ESF has a lead agency at EMA that manages requests from county Emergency Operations Centers (EOC) during emergencies • Missions are sent to the State EOC ESF Agency Leads and vetted to determine which agency is best suited to execute the mission • Upon receipt of the mission, analysis is conducted to determine type of support necessary to accomplish the mission • Coordination of County LNO and GELO with affected county/region • Unit is deployed and operates in direct support of the civilian Incident Commander

ONG Unique Response Forces • Joint Force Headquarters (JFHQ) – Ohio • Provides command and control (24/7 JOC) of all ONG forces in the state or territory for the Governor; can act as a joint service headquarters for national-level response operations • Joint Task Force State (JTF16) (16th EN BDE) • Provides command and control of all state military assets deployed in support of civil authorities or a specific incident and facilitates the flow of information between Joint Force Headquarters, State and the deployed units • National Guard Reaction Force (NGRF) (437th MP Bn) • Provides force protection and security for WMD-CST and CBRNE Teams; provides Military Assistance to Law Enforcement Agencies (MACLEA) • Homeland Response Force (HRF) – 73rd Troop Command • Provides life-saving capabilities (C2, search & extraction, decon, triage and stabilization) within FEMA Region V and across the Nation in response to a CBRNE incident • National Guard Civil Support Team (CST) (full time, specialized unit) • Assesses suspected WMD attacks, advises civilian responders on appropriate actions through on-site testing and expert consultation, and facilitates the arrival of additional state and federal military forces • Chemical, Biological, Radiological, Nuclear, High-Yield Explosive (CBRNE) Enhanced Response Force Package (CERF-P) (155th CHEM Bn) • Responds to a CBRNE incident and supports local, state, and federal agencies managing the consequences of the event by providing capabilities to conduct casualty/patient decontamination, medical support, and casualty search and extraction

ONG Unique Response Forces Homeland Response Force Mission – Supports the incident command structure at chemical, biological, radiological, nuclear and high-yield explosive and natural disaster incidents in order to save lives and relieve suffering. Capabilities – casualty search and extraction, medical triage, mass decontamination , fatality search and rescue and internal force protection. 52nd Civil Support Team Mission – Supports civil authorities at domestic chemical, biological, radiological, nuclear and high-yield explosive and natural disaster incidents in order to identify unknown hazards. Capabilities– Identify CBRNE agents/substances, assess consequences, advise on response measures and assist with appropriate requests for state and federal support

ONG Unique Response Forces Fatality recovery in a Homeland Response Force (HRF)/CBRNE Enhance Response Force Package (CERFP) operation is expected to be established at the incident site by order of the Incident Commander to locate, recover, process, and temporarily store human remains in a CBRNE environment and in any location in which the CERFP or a CBRNE task force is called in to respond. In a non-CBRNE environment, Fatality Search and Recovery Team (FSRT) can respond to any location as a modular element. The FSRT is an embedded modular Air Force capability that is executed by the ANG with the CERFP framework. This element may be activated either by itself, or as the 4th element of the CERFP in response to CBRNE incident mass fatality operations that require support to domestic local, state, or federal agencies. GELO Responsibilities • Guard Emergency Liaison Officer (GELO) • Provides liaison with OEMA’s eight Field Liaison District Representatives (both prior to and during emergency operations) and with the State EMA • Is the Ohio National Guard’s “first responder” to the Field Liaison District and the affected county • Responsible for identifying and managing training and exercise opportunities at the field district and county level for the Ohio National Guard • Required to complete National Incident Management System (NIMS) 100/200/300/400/700/800 and specified OEMA Web and classroom training
