Partnership Structure • Local Partnership Councils (LPCs): • Negotiate local issues within the parameters of the contract, law, regulation & policy • Local issues include working conditions, safety, hiring, hours of work, etc… • Forward issues to higher levels and respond to issues forwarded from higher levels • Use the principles of Interest Based Bargaining
Interest Based Bargaining Six step problem solving process • Select issue • Discuss interests • Establish standards • Generate options • Evaluate options • Develop solution Listening, Communicating openly, Seeking common ground, Mutual accountability
Daily Operations • Workplace Conditions • When a party wants to make changes to personnel policies or practices, or to the work environment, there will be some bargaining requirement • Scope (individual, workcenter, state), Spirited Discussions & Past Practice • Can a single supervisor and labor representative work out the issue and come to agreement? • Can/should the LPC address the issue?
Daily Operations • Supervision is responsible for resources and results • Labor is the legal representative of the bargaining unit workforce • Both have many common interests • In daily operations, mutual respect for the legitimate roles and obligations of labor and management move partnership forward
