  2. RFP Opening – January 9th 1 p.m. AST Fuel The Secretary of the Bid Board conducted the opening and received 2 responses. A “Best Value” method is used for evaluating the proposals. This method evaluates both price and technical factors and uses both to arrive at the best value for the government. The key feature of this method is that the winner may not have the lowest price. • The factors to be evaluated for arriving at the Best Value offer are: Pricing ProposalsRequests the Proposers to provide best possible prices for each of the product and services listed. • Evaluate price reasonableness • Evaluate unit pricing Technical Proposal Requests the Proposers to provide detailed approach for meeting each of the technical requirements. • Evaluate and score qualitative technical response CONFIDENTIAL – FUEL EVALUATION RESULTS

  3. Price Reasonableness Evaluation Fuel Purpose A price reasonableness test examines whether prices offered by proposers represent normal market pricing for the items being proposed. Price reasonableness was established by comparing bid prices from all suppliers competing in the RFP to determine whether higher or lower-than-normal prices are being proposed On all received bid prices for the items, the statistical method of establishing the reasonable price range between (Mean ± 2*Standard Deviation) was used for identifying the outlier prices. Technical Approach Evaluation Fuel Purpose The answers provided by Proposers in response to the Technical Approach section were evaluated by ASG evaluators to determine the extent to which they demonstrate the Proposer’s ability to fulfill the technical requirements. Any Proposer could score a maximum score of 100. Scoring done by 3 evaluators were averaged to calculate the technical evaluation score. Best and Final Offer Results Fuel Purpose The Best and Final Offer round is undertaken to seek more desirable prices that can provide the Best Value for the Government of Puerto Rico Results 1) Proposer 1 submitted a price change for Diesel 2) Proposer 2 did not submit a Best and Final Offer CONFIDENTIAL – FUEL EVALUATION RESULTS

  7. Pricing Evaluation Summary – First Round Fuel Purpose The answers provided in the Pricing Worksheet were evaluated and ranked based on potential savings. Total Pricing is composed of Premium, Regular and Diesel fuel. Results *Supplier 1 submitted price calculations using market conditions on January 4, 2019 and they originally filled the Pricing Worksheet incorrectly – switched Premium and Regular margin and incorrect Crude Oil for diesel. We substituted their market prices with prices from June 1, 2018 (date selected for Pricing Worksheet submissions) and corrected fuel prices. CONFIDENTIAL – FUEL EVALUATION RESULTS

  9. Award Scenarios Recommendations Fuel Purpose The Award Scenarios represent the different award combinations evaluated. The Savings and Technical Evaluations for each scenario are summarized. Combining the scores of the Pricing and Technical Evaluation, the Award Scenarios evaluate the combinations that provide the Best Value to the Government of Puerto Rico.   10. Awarding Process Fuel The proposed process below illustrates the steps, along with task owners, to award a Proposer and obtain the Best Value for the Government of Puerto Rico. BAFO Steps • Bid Board receives Meeting Minutes with the decision on an award scenario • President of the Bid Board sends ASG’s Sub-Administrator written confirmation of the awarded Proposer • ASG prepares RFP Case File in order to make award announcement • Bid Board signs the RFP Case File – Secretary stamps • ASG’s IT personnel uploads Award Announcement notification to the ASG webpage.
