Problem Identification > Situational Analysis > Recommendations > Implementation > Conclusion School-based budgeting (SBB) can mitigate inequalities in school funding SBB is gaining popularity • SBB combined with school-based management (SBM) can be a powerful combination to improve student outcomes in large districts • Districts have implemented SBB with varying levels of success • Challenges exist with sustaining SBB *can be considered failures

Problem Identification > Situational Analysis > Recommendations > Implementation > Conclusion To sustain RBB, OUSD must address the concerns of multiple stakeholders Central Office: “Countless hours of data entry!...” Principals: “RBB takes away from instruction!...” Community Skeptics: “You’re returning money to the Feds!...” Teachers Union: “RBB hurts experienced Teachers!...” By addressing stakeholder concerns, OUSD can sustain RBB through multiple years and administrations to effect positive change both fiscally and academically

Problem Identification > Situational Analysis > Recommendations > Implementation > Conclusion In prioritizing principals, we necessarily de-prioritized other important stakeholders • Parents and Community • Could leverage their buy-in to build long term support • Teachers and Oakland Education Association • Actual vs. Average Salary – a long term project • School Board • Correcting misperceptions about RBB would help

Problem Identification > Situational Analysis > Recommendations > Implementation > Conclusion OUSD can implement measured changes to address principals’ concerns Lever Specific Actions • Implement optional RBB “day of learning” for networks of principals • Train soon-to-be principals (e.g. APs, NLNS) • Match principals who desire to learn the tool with budget-savvy mentors • If principal does not desire to learn the tool, train a different school leader • Excel & modeling workshops for Finance and Ops Coaches (e.g. “Training the Street”) • Further research best practices (Edmonton, NYC algorithm) • Negotiate changes to hiring/transfer deadlines to reduce budget re-dos and postpone data entry • Negotiate salary increase in exchange for ending bumping (Aggressive) • Formal feedback loop for RBB and IFAS interfaces • Focus group or survey (e.g. Use Your Voice) Training Process Improvements Communication

Problem Identification > Situational Analysis > Recommendations > Implementation > Conclusion Summary • RBB combines SBM and SBB to fulfill OUSD’s goals of learning, equity, and shared responsibility • Principals are the key to sustaining RBB • Principal concerns can be addressed through professional development, streamlined process components, and improved communication flows • Shoring up RBB is immediately actionable yet necessitates long term strategies.
