2. Background • Relevant ITU-R expert group (Working Party 8B) has met five times in Geneva • Delegates from 40 nations and interested groups have attended Working Party 8B meetings • WP8B efforts have been directed toward the development of sharing studies and its part of the text for the “CPM Report” • CPM Report is the document spelling out the essence of each item on the agenda for the Conference, methods of resolving the agenda items, and pros and cons associated with each method

3. Background (cont’d) • The CPM Report represents a roadmap for the delegates attending the WRC • Numerous studies, reports, recommendations, and other contributions have been introduced by nations interested in securing additional spectrum for flight testing

Background (cont’d) • Contributors have included France, Russia, the United Kingdom, and the United States • These nations have varying spectrum requirements, e.g., Brazil at 100 MHz additional, France and other European nations at 105 MHz additional (and France at 700 MHz for aeronautical telemetry generally (UAVs)), and the U.S. at 650 MHz additional • A number of other nations have indicated an interest in, and support for, the notion that flight testing requires more spectrum

5. Recent Events • ITU-R Working Party 8B completed its portion of the CPM text at its meeting in early September • The CPM text reflects different methods of satisfying the AMT spectrum needs • The proposed Methods in the CPM text correlate with the resolves of Resolution 230

WP 8B CPM Methodsand Views for AI 1.5 • US has proposed three bands, namely 4400-4940, 5925-6700 and 5091-5150 MHz, with accompanying Resolutions - Resolutions set forth sharing conditions based on the ITU-R WP 8B compatibility/sharing studies, which were also endorsed by the other interested Working Parties (4A, 9D) - Proposed sharing conditions are: use of the referenced bands only at designated flight test areas, on a coordinated basis, and in the air-to-ground direction only - France believes that the 4 and 6 GHz bands are “outside the scope” of resolves 1 of Resolution 230 and should not be considered

WP 8B CPM Methods and Views for AI 1.5 (cont’d) - The US believes that resolves 1 (Issue A)not only covers determining the amount of spectrum required, but exploring existing mobile service allocations to satisfy AMT spectrum needs without new allocations - Russia looking to protect “typical earth stations” in an Appendix 30B FSS band 4500-4800 MHz

WP 8B CPM Methods and Views for AI 1.5 (cont’d) • France has proposed, under Issue C, allocating additional spectrum in the bands 5030-5091 MHz, 5091-5150 MHz, and 5150-5250 MHz, with an accompanying Resolution that will incorporate by reference an ITU-R Recommendation (the Recommendation has not been approved yet) • US opposes use of the band 5150-5250 MHz based on impact to allocated FSS feeder links of the MSS and the MS (excluding AMS) for indoor WAS/RLANs • US believes that the band 5150-5250 MHz is outside the scope of Resolves 3 (Issue C) and should be considered under Resolves 1 (Issue A)

WP 8B CPM Methods and Views for AI 1.5 (cont’d) • Russia has proposed an allocation in 5091-5150 MHz and in 5150-5250 MHz, the latter being subject to obtaining agreement from other administrations (i.e., coordination) • ICAO opposes use of the 5030-5091 MHz since band is used by microwave landing systems

10. Outlook • CPM meeting in February will finalize Report for the WRC to be held in October 2007 • US hopeful that at least 650 MHz additional spectrum will be approved at the WRC next October, thereby achieving a goal which flight test interests have been pursuing for nearly ten years
