Government Auditing Standards Types of Engagements: • Financial Audits • Independence? • Validation role • Performance Audits • Attestation Engagements …provide objective analysis so that management & those charged with governance & oversight can use the information to improve programperformance & operations, reduce costs, facilitate decision making by parties with responsibility to oversee or initiate corrective action, & contribute to public accountability Audit organizations can also provide a very limited amount of non-audit services.

Agency Support of CONOPS • Audit support in Combat Environments: • Dates back to Vietnam War era • Operation Desert Storm • Bosnia and Kosovo • Jun 2002, began extensive work in SWA • Operation Enduring Freedom – Afghanistan • Operation Iraqi Freedom – Iraq & Kuwait • 2012, maintain robust presence in SWA • Operation New Dawn – Iraq and Kuwait • Operation Enduring Freedom – Afghanistan

Agency Support of CONOPS • Maintained permanent presence on the ground in SWA since May 2005 (10-35 auditors continually deployed in Theater) • Deployed over 200 auditors since June 2002 • All volunteer deployment team • Core team -- 25 auditors with 1-3 year commitment • Augmentees – 8 to 12 auditors for 180 day rotation

Increased Fraud Opportunities U.S. Army Criminal Investigation Command has numerous investigations open in Iraq, Kuwait and Afghanistan • Cases involve bribes, theft of government property, and intent to defraud the government. • U.S. government employees (military and civilian) have been charged or indicted in federal court

  23. Investigative Support USAAA and CID support agreement • Policy for referrals and requests for investigative assistance concerning potential fraud cases. • Memorandum of agreement for referrals and requests for assistance between USAAA and Major Procurement Fraud Unit of CID
