  2. Protected Areas and Equity – Where did it all come from? • Links between people and protected areas long recognised. • Disquiet about equity - and the need to address it within the CBD - started to arise in the 2000 World Conservation Congress in Amman • 2003 World Parks Congress

  3. CBD Programme of Work • CBD adopted a PoW on PAs at COP7, Kuala Lumpur (2004). • The overall purpose to support the establishment and maintenance of a network of PAs that contribute to achieving the three objectives of the CBD and the 2010 target and contribute to poverty reduction and the pursuit of sustainable development. • 4 interlinked elements of which one is GOVERNANCE, PARTICIPATION, EQUITY AND BENEFIT SHARING

Implementing Goal 2.1 • Huge achievement getting the programme Element inserted but where next? • Goal 2.1 focuses on equity and benefit sharing but experience shows these are difficult ambitions to achieve. • Progressive iterations of the CBD text seem to indicate a watering down of commitments to this goal. Are we in danger of losing the momentum that has been gained since the World Parks Congress?

This event • Use the experience of the GEF Local Benefits Study to gain insights into some equity issues associated with Pas • Review alternative types of governance structures, principles for good governance and conservation incentives as a few of the measures that can enhance equity in Pas • Explore how to turn the commitments of the PoW into achievable outcomes.

  6. Equity in Protected Areas: Do we really mean it or are we just pandering to poverty?
