About Open Science concept • Current situation in Russian R&D sector – low motivations, problems with efficiency • Open Science concept is developed to propose a new strategic way for improving the situation • It proposes long-term complex changes in current research practices by moving it to modern research e-infrastructure that based on CRIS/CERIF models and approaches

Open Science idea … is a realization of a complex of technical and organizational innovations at national level: • the State, as the main actor, builds research e-infrastructure to federate {C}RISs of all research organizations (RO) and institutes a model of electronic research activity (RA) • the State obliges all ROs to a proper and complete informational representation of its RA • ROs mandates researchers to use new model of RA • e-infrastructure services in automated mode trace full RA, form representative online scientometrics and build accurate research performance indexes • ROs use online indexes to motivate researchers • the State uses online indexes to finance ROs

Research e-infrastructure • Tools to harvest local metadata into central database, called Information Hub (IH) • CERIF format to organize data in IH • Visualization of full IH content as united research data/information space (DIS) for navigation and searching • Open access to full IH content for developers to allow its re-using and processing • SOA to allow add-in services from independent developers in decentralized style

Advanced model of electronic research activity • all ROs have online repositories (OR) as a part of their research information systems (CRIS) • ROs mandate scientists to deposit all their public research results at OR • an electronic depositing tool (as a part of OR) is designed to maximize research results usage • a research results usage procedure should provide quality characteristics of usage, thus we should develop a procedure of electronic citation by including in it a quality attributes setting

Proper and complete informational representation of RO • to get Open Science expected benefits we should persuade all ROs to provide their full informational representation at united information space and e-infrastructure • CRIS/CERIF is the well-developed model of information objects and its relations to represent RO • we should require from RO to use the CRIS/CERIF model for organizing and developing their information systems • we also can develop CRIS/CERIF model itself with focus on getting new benefits from Open Science

Online scientometrics • if all ROs support their proper and complete information images, information space will represent current Science state • on this base we can create online services to gather all possible public statistics • using this statistics we can build various indicators, including research performance indexes for scientists and organizations • public access to raw statistics and counted performance indexes can be very useful

Open Science motivations • Open Science as new organizational mechanism (to replace current one) will create strong system of motivations, which makes the Science more efficient • e.g. looking at everyday updating online scientometrics indexes and indicators a researcher’s activity will be more motivated in general • or when researchers’ salary depends on their online performance indexes, they will be motivated to update their online representations, including depositing research results and improving its usage characteristics • and so on

Four “openness” of the Open Science • Open access to research results • Open research information space and e-infrastructure to add new objects and services • Open online scientometrics as a statistical data base on • Open statistical indicators of Open Science current state and trends, including performance indexes for researchers and organizations

Open Science benefits • full corpus of current research results in electronic form and ready for various re-using and processing (e.g. plagiarism analysis, etc.) • speeding-up of scientific knowledge recycle • useful professional signal system • better conditions for professional interactions • growth of research efficiency

Our strategic program • to strengthen Open Science technical platform by implementing CRIS/CERIF model to organize local research information systems and research e-infrastructure as a whole • to find partners and funds to develop the concept in a form of international R&D projects • to propagate Open Science as a new and more efficient model of research practice • to promote Open Science concept as a part of State’s plan for reforming R&D sector in Russia
