The Land Governance initiatives are direct responses to the governance crisis around the world and put land in a new context • 5 years back the UN convention against corruption entered into force • Only now, since there are some indicators available, CSD Thematic Area LAND is elaborating on progress in land policy and land tenure and not just on land cover and land use. • 5 years back it has become obvious that in most countries the design of land policies can not contribute to the challenges, unless there is progress in good governance • Where there is no progress in good land governance there will be highest risks for corrupt practices in the land-related carbon credit market in future

  4. We must face realities • My long experience in countries with systemic political corruption is that corrupt high level government officials may see reform and plunder as complementary. Reform initiatives are blocked at a very late stage, just before implementation. (see also U4 and TI documents) • The land policy / land governance community is an exclusive club where always the same organisations and people meet. What about the other 100 countries and organisations? (Majority of countries of (1) the League of Arab states, (2) Central Africa, (3) Central America, (4) Central Asia) ?? What is needed for more inclusiveness?

  5. The LGAF indicators:3 Topics for discussion or consideration • Thematic area 1: The status of land legislation. There is an urgent need for reforming the land law in many countries in view of human right principles and sustainable development. How can we better capture the topic? • Thematic area 2: The issue of sporadic or speculative land conversion where there is no zoning or land use planning • Thematic area 3: The issue of land concessions (inventory) on public land

  7. What needs to be done ? There are excellent initiatives, but at the same time perhaps too much duplication in land governance indicator development, insufficient harmonisation and standardisation of indicators and little synergy and little indicator exchange for scaling up. Urgent need: round table with the Land Governance Indicator community for generating synergies, division of tasks, standardisation and design (commitment) of a joint global action program The Partnership model !!

Elements of the Land Governance global campaign and partnership model • FAO Voluntary Guidelines are recognized as international umbrella with formal mandate • Where appropriate, further development and refinement of the VG towards code of conduct at country level • WB with partners: MoU on streamlining and harmonizing the LGAF indicator development • WB and partners: Agreement on import / export of complementary indicators where appropriate • Joint Action plan for applying up to 50 LGAF country programs within 5 years as global initiative (UN family, WB, ADB, AU, EU, bilateral donors, country initiatives) • Awareness raising initiative with the “other 80 to 100 countries” and organizations • Building the human resources (internal and external) • Coaching and monitor performance
