National Institute for Policy and Strategic Studies (NIPSS) Founder’s Comments - Towards a Better Society “...by creating the National Institute, this Administration has created one more venue for the various leadership groups to meet, discuss and seek resolutions of issues that relate to the continuing development and transformation of our society. The objectives of such exchange of ideas would bring about a new and distinct way of life that can ensure happiness and contentment for a Nigerians. BRIEF HISTORY OF THE NATIONAL INSTITUTE - Towards a Better Society Historical Background • The Nigerian Institute of Policy and Strategic Studies (NIPSS) was established and commissioned on Monday, September 3rd, 1979 via a military decree number 20 of 1st January, 1979. • One of the reasons the then military Government of chief OlusegunObasanjo decided to establish the NIPSS was to get first rate public servants and other professionals in the public service of the country like the Army, the Navy, the Air force, the Police Force, organised private sector (OPS) like labour and statutory corporations that were not purely civil service establishments. • Criteria for establishing the Nigeria Institute for Policy and Strategic Studies at Kuru, near Jos was to have young men and women who might likely make it to the peak of their respective careers to be sent to or assembled at the coolest and quietest part of the Country for a period of six to nine months to consider the challenges facing Nigeria and proffer solutions. 6

The Institute - Towards a Better Society • Is a high level centre for reflection, research and dialogue. • In the institute, academics of excellence, seasoned policy makers cum initiators and other citizens of mature experience and wisdom, drawn from all walks of life, meet to reflect and exchange ideas on the great issues of society, particularly as they relate to Nigeria, West Africa and Africa in the context of a constantly challenging world • Model Institution for inculcating the highest National ideals and achieving the best results for National development and utilization of resources. 7

Major Objectives of the National Institute - Towards a Better Society Conduct of course for top level policy makers and executives Organizes brainstorming sessions Acts as consultants for policy implementation Publish books, records, reports and articles to disseminate its activities Conduct of social and public policy research 8

  9. Unique Strategies - Towards a Better Society • Practical situations are taught, whereby the course participants are grouped into syndicates with areas of coverage • Local study tours of states in Nigeria • African study tours. • Intercontinental study tours. 9

  13. NIPSS Research Projects - Towards a Better Society • Creation of States in Nigeria by Mr. S. O. Adesuyi, mni SEC 2/1980 formed the basis for the creation of 6 States by General SanniAbacha in 1996. • Establishment of the National Drug Law Enforcement Agency (NDLEA) by Brigadier A. Rimi, mni and CP E. Umoren, mni both of SEC 3/1 981 led to the birth of the NDLEA. • Elevation of the Cultural Department to a Cabinet Ministry by Mr. S. Olusola, mni, SEC 4/1982 resulted in the subsequent creation of the Federal Ministry of Information and Culture. 13

NIPSS Research Projects - Towards a Better Society • Restructuring of the Criminal Investigation Department (CID) and Upgrading it to the Federal Intelligence and Investigation Bureau (FIIB) by CP Emmanuel Ugowe, mni, SEC 4/1 982 led the formation of the FIIB in the Nigeria Police Force. • Establishment of the Oil Mineral Producing Areas Development Commission (OMPADEC) by Mr. Friday D. lkegwuani, mni, SEC 5/1983 prepared the grounds for the establishment of OMPADEC by the Babangida Administration. • Establishment of the Federal Road Safety Corps (FRSC) by Late CP A. R. Laleye, mni SEC 6/1984 prepared grounds for the creation of the FRSC. 14

  15. NIPSS Research Projects - Towards a Better Society • Elevation of the Directorate of Food Roads and Rural Infrastructure (DFRRI) by Mr. M. C. Abubakar, mni, SEC 4/1982 convinced the Babangida Administration to establish DFRRI. • Establishment of the Federal Environmental Protection Agency (FEPA) by Mr. B. Abdullahi, mni, SEC 6/1984 and Mr. A. Girei, mni, SEC 8/1986 set the tone for the founding of FEPA • Establishment of the Ministry of Women Affairs by Mrs. AdefemiTaire, mni, SEC 9/1997 greatly influenced the creation of the Federal Ministry of Women Affairs. • SEC 33 Recommendations to FGN SEC 33/2011 15

Now on the threshold of a new millennium, the hope, which we invested in the National Institute, is by no means diminished.   19. Present Administration - Towards a Better Society • Since its inception in 1979, the National Institute has had nine Director-Generals. The current acting Director General Professor Tijjani Mohammad Bande assumed duty in May 2010. • Revisit of the vision and mission of the Institute and remodelling. • Restoration of the culture of serious policy formulation and implementation. 19

National Institute for Policy and Strategic Studies (NIPSS) Founder’s Comments - Towards a Better Society One achievement which we never thought of when we were establishing this Institute, and which has come out is what I call an unplanned if you like outcome of a purposeful action, is the Alumni Association. The Alumni Association is strong and socially lively and it should remain so. If I may advice I will want to see that Alumni Association assuming a bit of responsibility that it may find not easy, you should know where every member of your Association is placed, what he or she is doing, and if necessary you should monitor their progress and where there is need you should confidentially advice and correct them.” 21st November, 2009 (As Guest Speaker, Sec 31 Graduation Ceremony 22

To Maintain The Highest Standards Of Conduct, Etiquette And Discipline Among Its Members. To Establish Schemes For The Promotion Of The Welfare, Security And Economic Advancement Of Members. Remember To: - Towards a Better Society • Widen circle of friends and associates and aspire to perform and not to complain. • Make contributions to make things better. • Be part of critical mass for change for a better Nigeria. • Never bring the National Institute into disrepute. • Plan towards strengthening the Alumni association. 35

Conclusion - Towards a Better Society • Adequate funding so that it can deliver on its mission to the nation is a matter which Government must not compromise. • Intake of participants must be in proportion with existing infrastructure example, from a modest class of forty (40) participants in 1979 to sixty six (66) participants in 2011, the yearly intake of participants has grown considerably. • Thorough screening of participants before admission. • Amendment of NIPSS Act should be given utmost attention. Research and Development Centre proposed by AANI, which will serve as NIPSS satellite resource centre where access to the vast resources and intellectual work done at Kuru shall become easily available to public and private sector functionaries who require such materials. 35
