  1. ESTABLISHMENT-II SMD including Cadre Control for CWPRS, CSMRS, NIH and NERIWALM.

  2. NERIWALM Recruitment Rules(RRs) of 36 posts including Director has been finalized. Memorandum of Association(MoA) and Rules and Regulations of NERIWALM under process. Draft Bye-Laws of NERIWALM under process. 2nd Executive Council convened. Work Done During the Tenure of Minister(WR, RD & GR)

  3. (Contd.) CWPRS • Appointment of Director. • 14 Recruitment Rules have been modified and notified as per Model RRs. • Revival of one post of Assistant Director (Official Language) has been done. • The proposal to improve the organizational structure of CWPRS understudy IIT Bombay. • The proposal of Centenary Celebration got approved by Secy.(WR,RD &GR) and file referred to Ministry of Finance.

NIH • Assessment Promotions of Scientists of all grades of NIH for the assessment year 2014. • Assessment Board constituted for promotions for the year 2015-16. • Laying of Annual Report and Audited Accounts of NIH for the year 2014-15 on the table of Lok Sabha and Rajya Sabha. • 35th AGM and 76th GB convened. • Creation of 3 posts (one AO, one Sr. Technician and one Assistant Engineer).

  5. (Contd.) CSMRS • Appointment of regular Director • Promotions of Scientists of all grades have been done. • The proposal to improve the organizational structure of CSMRS is understudy IIT Roorkee.

  6. Innovative Steps Taken • All the Organizations have been asked to expedite the promotions of their employees up to recruitment year 2015-16 • ER sheets of the employees of all organizations have been uploaded. • CWPRS & CSMRS have been given autonomy to undertake private works without any upper cap. • SOP prepared for improvement of functioning of E-II. • Details of Court Cases has been uploaded on Court Case Monitoring System.

  7. Action Plan for 2016-17 • Recruitment and promotion for all the posts of NERIWALM as per RRs. • Providing funds for Infrastructure Development of NERIWALM. • Modify RRs of Director, NIH with a view to maintain the sanctity of the post. • Recruitment of Director, NIH in 2017. • Recruitment, Confirmation, Screening, Promotion, BOA,DPC and MACP etc. would be done in time in respect of all the four organizations. • Celebration of CWPRS.

  8. Suggestions for improvement • Delegation of more powers to all the four organisations. • Training of Staff Members. • Re-structuring of all the three organizations i.e. CWPRS, CSMRS and NIH.
